Regional TVET Conference 2017, Nay Pyi Taw June 14, 2017 Cooperation of enterprises with TVET institutions in implementing and operating TVET delivery Case-studies from P.R. China Regional TVET Conference 2017, Nay Pyi Taw June 14, 2017

Presentation Outline 1 General Overview of Education System in China 2 School - Enterprise Cooperation in China 3 Findings on School – Enterprise Cooperation in Guangxi Province

General Overview of Education System in China University (4 years, Bachelor) ≈ 5-10% TVET accounts for almost half ! ≈ 5% labour market Tertiary College (3 years, Associate) ≈50% ≈ 10% continue in the “3+2” or “2+3” programmes ≈50% labour market Senior Middle School (3 years) Secondary Vocational School (3 years) ≈50-60% ≈40-50% Junior Middle School (3 years) Compulsory Education Primary School (6 years)

School-Enterprise Cooperation in China Background Rapid development of China‘s economy in the past decades; Upgrade of industrial structure; New strategy to improve the manufacture level from past „made in China“ to „created in China“, and further to „intelligent manufacturing in China“. Requirement for skilled workforce and modern TVET system. Active and profound school-enterprise cooperation is widely regarded as the foundation of a successful TVET system.

School-Enterprise Cooperation in China Policy Conditions In the past, school-enterprise cooperation was generally supported and encouraged by the government; More than 25 specialized policies (or drafts) to support school- enerprise cooperation issued by municipal governments; More than 17 provincial governments issued specialized policies to promote school-enterprise cooperation; Education Departments and HR Departments are closely involved in these policies. In 2016, MoE circulated a draft „School-Enterprise Cooperation Promotion Methods“ to all the provinces to collect opinions and comments.

School – Enterprise Cooperation in Guangxi Province General Findings TVET institutes with high number of cooperation partners. Depending on the number of students the institutes have 70 to 110 companies whom they work with. The contact to the companies are usually through the teaching faculties / sub-colleges and maintained by the individual teachers there. At those faculties the institutes established discipline- committees where representatives from companies participate.

School – Enterprise Cooperation in Guangxi Province Success Factors Cooperation areas in the school – enterprise cooperation: Curriculum Development and preparation of teaching material Internship (in-plant training) for students in the final year Training base for specific technologies Part–time teaching by experts from the industry Training of teachers Advice in equipment set-up at the faculties Training of company staff With some specific companies the institutes have order based classes, where the students are directly dedicated to this particular company

School – Enterprise Cooperation in Guangxi Province Case studies Guangxi Technological College of Machinery and Electricity

School – Enterprise Cooperation in Guangxi Province Case studies Guilin University of Aerospace Technology

School – Enterprise Cooperation in Guangxi Challenges Cooperation with industry is not deep or profound enough Industry contact mostly lost after cooperation; the contact is actually by people not by organizations Evaluation and encouragement system for school-industry cooperation is not well established Government, industry and school considers its own interest; there is a lack of common interest that can bring all parties closely together.
