ISTEC 7th – 8th September 2007 Agenda item 4.3 Cargo Tank Coating Performance Standard Andy Alderson Manager, Technical Excellence Centre, RINA Chairman IACS EG/Coating Chairman JWG/Coating Chairman JWG/COTCPS

JWG/COTCPS has had three full meetings and an informal meeting. Portsmouth May 2006 Portsmouth Nov 2006 Busan June 2007 (Informal) Genova Aug 2007

Main Issues of Discussion Area of Application Permanent Means of Access Testing and Type Approval of Coatings

Area of Coating The following areas are the minimum areas shall be protected: Deckhead with complete internal structure, including brackets connecting to longitudinal and transverse bulkheads. In tanks with ring frame girder construction the underdeck transverse framing to be coated down to level of the first tripping bracket below the upper faceplate; Longitudinal and transverse bulkheads to be coated to the uppermost Means of Access level. The uppermost Means of Access and its supporting brackets to be fully coated. On cargo tank bulkheads without an uppermost Means of Access the coating to extend to 10% of the tanks height at centreline but need not extend more than 3 m down from the deck . Flat inner bottom and all structure to height of 0.3m above inner bottom to be coated.

Means of Access Parallel work in CG/Coatings established at DE50 looking at Means of Access for ballast tanks. It is recommended that this Standard is to be applied to the extent practicable, to those portions of means of access provided for inspection within the areas specified in 4.4, that are not integral to the vessel structure, such as rails, independent platforms, ladders, etc. Other equivalent methods of providing corrosion protection for the non-integral items may also be used provided they do not impair the performance of the coatings of the surrounding structure. Access arrangements that are integral with the vessel structure, such as increased stiffener depths for walkways, stringers, etc. are to fully comply with this Standard when located within the coated areas.

Testing Of Coatings This is almost complete. Testing to consist of ‘Modified’ Condensation test using inert gas atmosphere. ‘Modified’ Immersion test in crude oil samples Currently a small group within the JWG is working on defining the test atmosphere and crude oil samples. This being led by INTERTANKO The test inert gas composition was composed of merging two different standards; ISGOTT and SIGTTO. INERT GAS CONDITION N2 80-85% CO2 12-14% O2 3-5% SO2 100-300 ppm Water Saturated at 50C This atmosphere can be artificially generated. Indicative Crude Oil Sample Typical characteristic tested QATAR EXPORT. High in H2S (hydrogen sulfide) HARDING (North Sea). High in acidity (as KOH) OSEBERG or STATFJORD Indicative BTX* concentration *Benzene/Toulene/Xylene QATAR EXPORT. A common, and easy to get hold off crude oil known to be on the higher side in H2S. The H2S in the crude oil sample used for testing to be in the range of 100-300 ppm. HARDING (North Sea). This is another common and easy to get hold off crude oil. The acid value as KOH equivalent weight is higher than most crude oils – the acid range in the test sample range shall be 1-2 mg KOH/g (KOH equivalent weight). OSEBERG or STATFJORD. This crude has an indicative BTX (Benzene/Toluene/Xylene) concentration. The specific values of the BTX concentration is not available, but the BTX in the crude oil sample used for the testing should be shown to be present in relevant amounts of approximately 15% mass in the 90 to 150 degree distillation range recovery.

Remaining Work Outstanding Issue Finalize test procedure will be completed by Oct 15th Prepare Submission and submit to DE 51 –Deadline Nov 15th Outstanding Issue Vessel Application (Draft Regulation) A number of square brackets included in the Standard which depend upon application to product tankers or not.
