Background The IDT is a Schedule 2 public entity under the Department of Public Works The IDT is tasked with supporting all spheres of government with social infrastructure implementation management. Vision: To be a leading public sector developmental programme implementation and management agency Mission: The IDT manages and delivers integrated quality social infrastructure programmes on behalf of government on time, cost effectively and through a people centred approach Our approach: The IDT’s approach to social infrastructure development entails social facilitation and empowerment necessary to prepare communities to receive, participate in, own and sustain their own development.

IDT Service Delivery Model

The scope of work included the following projects: The IDT was appointed by the Department of Arts and Culture in October 2011. The scope of work included the following projects: O.R Tambo Legacy Projects Khananda Memorial Project J.L Dube Legacy project Ingquza Hill Memorial Muyexe Community Library & Arts Centre Free State Heritage Programme Enyokeni Cultural Precinct The relationship between IDT and DAC has been cordial. However challenges experienced in the implementation of some projects led to current strained relations

OR Tambo Legacy Projects Projects: OR Tambo legacy Projects Location: Bizana Eastern Cape Scope of work : Rehabilitation of family graves, Renovation of O.R Tambo Construction of OR Tambo garden of remembrance Progress: Rehabilitation of graves is complete Renovations and construction of homestead is complete Garden of remembrance is 5% complete Challenges: Community riots and violence in the surrounding area where the project is located , resulted in burning down of two rondavels which kept OR Tambo artifacts, office furniture, computers, printers and construction materials. A case of arson was opened with SAPS

OR Tambo Legacy Projects Projects: Khananda Memorial Location: Bizana Eastern Cape Scope of work : Construction of an interpretative centre for the victims of the Pondo revolt Progress: The centre is 80% complete Challenges: The project was at roof level when the suspended thatch roof was shifted by uprising valley winds thus leading to the collapse of the portion of the building. The IDT conducted an investigation which highlighted that the collapse was as a result of design/construction negligence by the contractor and/or the consultant. The IDT is in the process of recovering the cost for repair of the structure from their respective insurances.

Projects: J.L Dube Legacy Project Location: Inanda Kwazulu Natal Scope of work : Rehabilitation of family graves, Construction of homestead perimeter fence Construction of Amphitheatre Progress: The rehabilitation of graves and perimeter fence is complete. Construction of Amphitheatre is 60% complete Challenges: During July 2015, the construction of the Amphitheatre was placed on hold pending approval of the tensile roof. The contractor cancelled the contract on the grounds of unreasonable delay on the approval of the tensile roof.

Projects: Ingquza Hill Location: Flagstaff Eastern Cape Ingquza Hill Museum Projects: Ingquza Hill Location: Flagstaff Eastern Cape Scope of work : construction of six workshops, display area, offices; construction of a guardhouse, parking (including the external works); installation of the perimeter fencing; and construction of kitchen and toilets. Progress: The project is complete Challenges: At inception of the project ESKOM committed to provide a mini- substation to supply the project, however towards completion the mini substation was substituted for a bigger substation to supply the wider area, which remains outstanding.

Muyexe Community Library Projects: Muyexe community library and Arts Centre Location: Muyexe, Limpopo Scope of work : Construction of community library Progress: The project is complete Challenges: None

Free State Heritage Programme Projects: Reverend Mahabane House Location: Kroonstad, Free State Scope of work : Purchase and conversion of the house into a museum Progress: The project was cancelled as the original house had been rebuilt and thus lost its heritage status Challenges: None

Free State Heritage Programme Projects: Braamfischer House Location: Bloemfontein, Free State Scope of work : Purchase and conversion of the house into a museum Progress: The project was cancelled due to the seller withdrawing the sale as a result of the delay in finalizing custodianship of the house between Heritage Council and DAC. Challenges: None

Free State Heritage Programme Projects: Winnie Mandela House Location: Brandfort, Free State Scope of work : Restoration and conversion of the house into a museum Progress: The project is 5% complete Challenges: The original contractor was terminated due to non-performance. The project was advertised in August 2015 for the replacement contractor. The IDT requested approval from DAC of the budget prior to appointment of the contractor. The IDT was instructed by the client on 21 December 2015 to reduce the scope due to financial constraints. IDT forwarded the cost for the reduced scope to DAC for approval.

Free State Heritage Programme Projects: Wesleyan Church Location: Bloemfontein, Free State Scope of work : Construction of an interpretive centre for the church. Progress: The project is 95% complete Challenges: The project was delayed due to historical text that is awaited from the DAC. The exhibition material is stored at the war museum in Bloemfontein.

Enyokeni Cultural Precinct Projects: Enyokeni Cultural Precinct Location: KwaNongoma, Kwazulu Natal Scope of work : Construction and refurbishment of the Main Arena, VIP Facilities, Royal Square, Centre of Gravity, Reed Presentation Wall, Water Supply and Practice Fields, Electrical Reticulation, 16 Maiden Sleeping Pods and the Maiden Progression Paths, Roads, Parking Progress: The project is complete Challenges: The budget allocation cannot implement the original master plan. Litigation by service providers due to outstanding payments.

DAC Project Management Office Projects: DAC Project Management Office Location: Gauteng Scope of work : Set-up DAC PMO to coordinate oversee all DAC projects Progress: The project is on hold Challenges: The project was placed on hold due to outstanding budget allocation and subsequent cancellation of contract..

Current Status of IDT – DAC relationship Numerous meetings took place between senior officials of both DAC and IDT in an attempt to resolve disputes. Some of the meetings involved the Acting DG of DAC and CEO of IDT. Unfortunately the outcome of such engagements did not yield any positive outcomes. The DAC eventually cancelled all MOAs with IDT in November 2016. The IDT is in the process of handing over the project, however the outstanding payments are delaying the finalisation of cession agreements and preparation of close-out documentation for all projects.

Conclusion A task team has been setup between IDT and DAC to deal with the following: litigation matters, outstanding payments to service providers incomplete projects reconciliation of all finances.
