DELTAmerica Project Development and implementation of mechanisms to disseminate Lessons Learned and Experiences in Integrated Transboundary Water Resources Management in Latin America and the Caribbean

DELTAmerica Project Objectives: Share experiences and lessons learned from GEF- International Waters (GEF-IW) projects in LAC. Enhance sharing of critical w.r. management knowledge, experiences, and best practices among water management organisations and river basin authorities, via the Internet as well as through other media. Strengthen collaboration amongst riparian countries leading to improved water resources management policies. Strengthen Inter-American Water Resources Network. Strengthened civil society participation in water resources management projects.

DELTAmerica Project Commitments from International Declarations Priority: Health and wealth for the Latin American and Caribbean people Basic conditions: - water quality, water quantity and access to water; - capacity building for natural resources management, including water. Water issues are not being sufficiently addressed, on the basis of the present statistics.

DELTAmerica Project Proposal of a Common Strategy to Cope with the International Declarations A permanent process of discussion, implementation and follow-up of water management activities in Latin America and the Caribbean. Sharing common achievements, thorough horizontal cooperation Pinpointing problems that prevent from implementing the agreements in progress, seeking concrete results Medium term target: Common policies of water management in Latin America and the Caribbean.

DELTAmerica Project Proposal of a Common Strategy to Cope with the International Declarations No need of another declaration Rather, Countries see the need of a working strategy which will ultimately lead them altogether to a higher level of efficiency in water use and to a better position in the international scenario.

DELTAmerica Project Proposed Schedule Survey of the various legislations existing in each country. 2007 Systematization of activities developed and activities in progress for the management of transboundary waters. 2007 Analysis of the legislations and evaluation of what is missing so as to make them compatible With the agreements already signed. 2008 Establishment of measures to meet water quality targets and to limit values of pollutant emissions in transbaoundary waters and in national water. 2008 Establishment of National Management Policies, agreeing on national management targets, practices and commitments. 2008 Agreements for sharing cross-border rivers/basins. 2008 Definition of National Legal Frameworks, specific to the reality of each country, but in compliance with the requirements shared by all the countries. 2010 Strict and transparent rules of water allocation for various uses, allowing sector-based planning, productive investments and guidance to expand access to water in each country. 2010 Development of National Institutional Frameworks for water management, establishing systems that are suited to the water resources management, providing conditions to render the relevant legislation operational. 2010 Creation of a Common Fund for the Development of Water 2010
