ADRIATIC MARITIME LAW CONFERENCE PORTOROŽ, 26-28 May 2016 “Short Sea Shipping in the Adriatic Sea” SIMONA COPPOLA Partner Garbarino Vergani Law Firm Genova- Taranto- Palermo-Trapani E-mail: simonacoppola@garbamar.it Website: www.garbamar.it

MAREBONUS AND FERROBONUS “La legge di stabilità”, Law dated 28th December 2015, number 208- BUDGET LAW With the above law with which The Italian Government outlines its programme of economic financing and development programmes that it (!!) intends to give to Italy, a sizeable portion has been allocated to the support of the Italian Ports and for the development of maritime transports and maritime economy. Among these interventions there is the “MAREBONUS” and the “FERROBONUS”  In the BUDGET/Legge di Stabilita’ the Government has set aside 45 million Euro for 2016, 44 million Euro for 2017 and 49 million Euro for 2018 on “MAREBONUS” and “FERROBONUS” Studio Legale Garbarino Vergani

Studio Legale Garbarino Vergani MAREBONUS are funds which should be spent on the further development of sea motorways (AUTOSTRADE DEL MARE), and aims to reduce fuel emissions of land transportation by promoting the use of sea motorways. These funds should be given to the ship-owners who take on Italian and European Community crews.(A positive element for the development of Italian and European maritime work) The “ FERROBUNUS” is designed to promote transportation by rail. Incentives are available for a period of 3 years . In the BUDGET/ legge di stabilita’ funds are available also for the construction of “LAST MILE” that is to say, for the construction of railway connections between ports and the national railway network and for DREDGING. Dredging is a major problem for Italian ports and it is an issue that has been postponed for a long time . Studio Legale Garbarino Vergani

Venezia è Laguna e Porto The Port of Venice Venezia è Laguna e Porto

THE PORT OF VENICE STRENGTHS Strategically located at the top end of the Adriatic Sea, at the intersection of the main European transport corridors (Scandinavian- Mediterranean Corridor; Mediterranean Sea Corridor; Adriatic –Baltic Corridor) the Port of Venice is also the northernmost terminal of the Motorways of the Sea and connects Central Europe with North Africa and the Middle East. THE PORT OF VENICE STRENGTHS With 7 commercial terminals, 1 passenger terminal, and 19 other terminals the Port of Venice is one of the major European ports for general and project cargo and one the main ports in the Adriatic for the number of containers handled. It ranks as the first home port for Cruise ships in the Mediterranean handling 2 million passengers yearly. Furthermore, it is the only port in Italy to benefit from a specific role of providing freight transport by barge along the Po river. Studio Legale Garbarino Vergani

A NEW PROJECT FOR CRUISE SHIPS Studio Legale Garbarino Vergani

OTHER NEW PROJECTS: 1)THE OFF SHORE TERMINAL The off shore terminal of the Port of Venice will mainly handle oil, bulk and container traffic berth larger ships and will bring both economic and environmental benefit (benefit to the environment). The off shore terminal will allow ultra large ships to call at the port of Venice without having to further dredge the lagoon channels. The new terminal will be able to berth ships with deeper drafts BENEFITS OF THE OFF SHORE TERMINAL It will create new jobs and will also help the environment: it has been estimated that choosing the Port of Venice means spending five less days at sea and cutting sulphur emissions and increasing the safety of navigation in the Lagoon. 2) THE NEW CONTAINER TERMINAL It will be created to serve Central and European countries doing business with the Far East; 3) A NEW TERMINAL WITH A DISTRIPARK Studio Legale Garbarino Vergani

Studio Legale Garbarino Vergani THE PORT OF ANCONA Studio Legale Garbarino Vergani

Studio Legale Garbarino Vergani Terminal of the motorways of the sea more than 1 million passengers per year, more than 2 million tons of goods (GUDS) per years on ferries It registered an 8% increase of traffic in 2015.   Objectives Enhancing the infrastructure of the commercial port Renovation of the old port Extension of the new line of quays (26-29) 273 meters of Extension Completion of the port breakwaters after a construction of a new line of quays Realization of a new vehicular path Extension of the customs areas Extension of the existing rails to 550 mts Implementation of the customs clearance at sea in the ports of the Adriatic Sea Implementation of a new dedicated terminal for cruise passengers able to accommodate the next generation of ships Studio Legale Garbarino Vergani

Studio Legale Garbarino Vergani PORT OF BARI Studio Legale Garbarino Vergani

Studio Legale Garbarino Vergani Construct a single system for the ports of Puglia it is a priority…Bari has made itself the promoter of the project to create a singular logistical area for all ports of Puglia! Studio Legale Garbarino Vergani

Studio Legale Garbarino Vergani The Port of Bari has closed the beginning of 2016 with traffic in strong growth in all sectors: commodities and passengers. The figures on 31st March confirm the great attraction of the Port of Bari for all kinds of goods  Statistics for the beginning of 2016 compared to the same period of 2015 show an increase of 15% of total movements of goods. A testimony to the good state of health of the economic area of North Puglia which has shown itself to be one of the most dynamic areas on a national scale. The number of containers moved had an increase of 34,2% which makes for one of the best absolute growth rates in this type of traffic in the Port of Bari. It is important to point out that the percentage of full containers is about 85.3% while speaking about the destination of the traffic it is almost balanced with a percentage of containers destined for export equal to 57.2% and to import equal to the remaining 42.8%.  Excellent signs of growth also in ferry traffic, both in the passenger sector as well as in rolling stock. The number of ferry boat passengers has grown with reference to the beginning of the year of about 8.3% compared to the same period in 2015 moving from 150.737 passengers to the current 163.286. In this case the increase has been due to a growth of about 23% of traffic to Albania and of about 1% to Greece. Studio Legale Garbarino Vergani

Studio Legale Garbarino Vergani   OBJECTIVES  Bari has made itself the promoter of the project to create a singular logistical area for all ports of Puglia (PIANO UNICO INTEGRATO). Create a touristic port in the area of San Cataldo to be located in the port area but with a separate access. Achieve viability for trucks which will allow the port traffic to avoid the city Strengthen the port infrastructures to permit the development of passenger and goods traffic. Need to achieve last mile development. Reallocate the grain silos in peripheral port areas in order to improve the skyline of the old city. Studio Legale Garbarino Vergani
