“sustainable development” ----Our Common Future of the United Nations World Commission on Environment and Development in 1987 “sustainable development of outer space” ----Mr. Brachet, 2006 “Sustainable development of outer space” should be defined as “humans conducting space activities should meet both the needs of the present space-faring countries and the needs of other countries to conduct space activities in the future; a state should be free to explore and use outer space, and should not impede the free exploration and use of outer space by other states

Not limited to It shall include 1. Peaceful use is the basis for the sustainable development of outer space not to place in orbit around the Earth any objects carrying nuclear weapons or any other kinds of weapons of mass destruction, install such weapons on celestial bodies, or station such weapons in outer space in any other manner ---art.4 of OST Not limited to space activities of a state should not pose a threat to the defense security of other states states should not place, deploy and test any weapons in outer space, threat or use force against space objects. States should start negotiation for new international legal documents concerning the prevention of weaponization of and arms race in outer space as soon as possible common concept of outer space security states should abandon the idea of absolute security, cooperate with each other to create a peaceful and safe space environment, and share the benefits originating from peaceful use of outer space.

This also demonstrated that the Chinese government holds a supportive attitude for active space debris removal.

3. Rule of law in outer space is the guarantee for the sustainable development of outer space (1) states should conduct their activities consistently with the UN Charter and relevant outer space treaties. (2) the existing system of outer space law and rules should be constantly improved and kept up with the times. (3) the “soft law” concerning outer space should be developed steadily, and play an effective role in realizing the rule of law in outer space.

4. conclusion To achieve the objective of space sustainable development, international society should not only take measures to prevent the weaponization of and arms race in outer space, strengthen the transparency and confidence-building in outer space activities, but also make efforts to promote space debris mitigation and active removal. Meanwhile, strengthening the legislation on space security, free exploration and use of outer space, are essential for realizing the sustainable development of outer space.

Thanks
