Outline of Discussion How can SPC support Communities in terms of CC-DRM? Are the real community needs being addressed? How do we address, understand community needs? What available platform/tools and approaches are available to interact? Can we adapt a best/multisectorial process and set of tools for the organisation to use when engaging with community, member countries?

HOW WE CAN SUPPORT COMMUNITIES? What do we provide? Our strengths? TECHNICAL SUPPORT TO STRENGTHEN BASIC NEEDS STRENGTHEN FOOD SECURITY WATER PHYSICAL ENVIRONMENT SOCIO ECONOMIC/education HEALTH - What SPC is that makes us different compared to other CROP agencies is that we provide technical support in various sector, scientists, advisors,engineers, doctors which make us reputable

ARE WE ADRESSING THE REAL COMMUNITY NEEDS-sustainably? How do we know that the type of services we are offering are directly impacting the peoples priorities?( measure?) What are the links/platform that can transfer science or technical support to simple community language? Science/evident based approach to climate change adaptation and DRM Is a one time training sustainable in communities? Empowering? Only way to sustain is build/empower communities so they can sustain it.

COMMUNITY BASED PARTICIPATORY APPROACHES Participation carries with it feelings of ownership, and builds a strong base for the intervention in the community.  If people are integral to the planning of a community intervention, then that intervention will be theirs.  PARTCIPATORY LEARNING APPROACHES AND SPATIAL LEARNING SPATIAL TOOLS If people are integral to the planning of a community intervention, then that intervention will be theirs.

Why take a spatial analysis approach? Questions raised by climate change planning are landscape-based that is best addressed by a geospatial approach A number of specialized tools have been developed that integrate with existing GIS software These tools range from models of geophysical and socioeconomic processes to tools that analyse a range of scenarios to help optimize planning decisions

Climate Modelling Software SimCLIMhttp://www.climsystems.com/simclim/an integrated modelling system for assessing climate change impacts and adaptation. can be used to assist in climate proofing in sectors: Water, Agriculture, Health, Ecosystems and issues related to the coastal zone, such as: sea-level rise and coastal erosion. PacCLIMhttp://www.waikato.ac.nz/igci/projects/paccli m.htm and PlantGro are used for modelling purposes to assist in advising PICTs on the suitability for group crops in different areas. •CLIMEX http://www.climex.com/used to predict the potential distribution and relative abundance of species in relation to climate.

Tools currently used in SPC Using a holistic approach based on the tools of participatory rural appraisal (PRA), quantitative and descriptive information is collected from communities on three tenets of vulnerability – exposure, sensitivity and adaptive capacity. USAid tool. Measuring a community’s vulnerability requires an assessment of a set of parameters

Tool Selection planning-SPATIAL Considerations 1. What sectors (e.g., natural resources, built environment) do you need to address? 2. What issues (e.g., at risk human populations, critical habitats, critical species) do you need to address? 3. Are your questions broad in scope (e.g., general questions about potential vulnerability)or fairly specific (e.g., predicted range shift for an individual species)? 4. What geographic scale(s) are you concerned with (e.g., regional, for an individual, protected area, for an individual municipality)? 5. What temporal scale(s) are you concerned with (e.g., do you need to assess immediate or long-term impacts)? 6. Are your questions primarily at a “planning scale” (e.g., need to identify general areas that may be impacted, are suitable for activities, etc.) or do you need results than help determine optimal actions at specific sites? 7. Do you need to understand the interactions of multiple stressors (e.g., climate change and development)? Data Linkages- possibilities From community bottom up or science ( modern science) top down to these software or platform What data can we attain from the community in a sustainable and empowering manner?- Look into the community approaches, using youth groups? How can we deliver and merge science with local existing knowledge at community level- historical mapping? EXPLORING COMMUNITY PARTICIPATORY APPROACHES AND EMPOWERMENT – THEY OWN THE DATA AND ARE TRAINED TO COLLECT AND MONITOR/store THE DATA. - Attain in a sustainable manner or just come in and do the research and leave? Long term implications. How about theknowledge that exists on the ground? Recollection of events? Eg the storm surge – loka- this can be used to ground truth our hindsight models.- information transfer, housed

CHALLENGES TO THE WORKING GROUPS How each of your sub working group links up with the community, how can it reach the community? Creating a dialogue with the communities is the beginning of change, how do you enable, sustain and make it grow KNOWING THE AVAILABLE TOOLS..?
