Comprehensive Planning & Development Strategy Objective: The Strategy is intended to systematically realign Town planning policies in a manner that: supports the Town of Hinton 2014-2017 Strategic Plan; promotes an “open for business” culture, and; strengthens Hinton’s position in the regional economy. Five (5) projects form the basis of the strategy: Review and revision of Municipal Development Plan (MDP) Review and revision of Land Development Process & Standard Development Agreements (SDAs) Creation of an Established Area Plan (EAP) Review of existing Area Structure Plans (ASPs) and creation of new West & East Hinton ASPs, and Review of the intermunicipal planning framework between Hinton & Yellowhead County and creation of an Intermunicipal Development Plan (IDP)

Municipal Development Plan Purpose: To guide growth and development and provide the framework for more detailed and specific plans, policies and programs Context: Hinton's current MDP was enacted by bylaw in 1998 The new MDP uses the 2014 Draft as starting point Tasks: Review 2014 Draft COMPLETE Re-organize 2014 Draft into Revised Sections UNDERWAY Revise Pertinent Sections UNDERWAY (based on timing of other deliverables) Prepare Revised MDP Engagement Circulate & Finalize Revised MDP Deliverables: 2017 Municipal Development Plan

Land Development Process Purpose: To provide clear and easy to follow direction for development applications Context: Need to update Standard Development Agreement (SDA) & Land Development Process Materials Tasks: Review Existing Land Development Process Materials COMPLETE Prepare Draft SDA UNDER LEGAL REVIEW Prepare Draft Development Process Materials Finalize SDA & Materials Deliverables: 2017 Standard Development Agreement Development Process Guidebook

Area Structure Plan and Established Areas Plan Locations

Established Areas Plan Purpose: To provide direction for redevelopment, preservation or rehabilitation of existing lands or buildings within developed communities Context: The EAP will incorporate important objectives and relevant policies from existing Town documents, consolidating a series of plans that only apply to specific areas The EAP will include guidelines for urban design & infill development, including the Mountain View & Hardisty Shopping Districts and Highway 16 Corridor. Tasks: Analyze Existing Conditions COMPLETE Identify Planning Area COMPLETE Prepare Revised EAP (including policies removed from the LUB) Engagement Circulate and Finalize Revised EAP Deliverables: 2017 Established Areas Plan

West and East ASPs Purpose: Context: Tasks: Deliverables: To provide direction for future land use patterns, transportation and utility networks and sequence of development in new communities. Context: The West and East Area Structure Plans contain the undeveloped land in Hinton within the Highway 16 Bypass Right of Way, using the Robb Road as a boundary between the plan areas This will include new guidelines for developer-led Outline Plans. Tasks: Review Current Area Structure Plans COMPLETE Initial Meetings with Landowners and Key Stakeholders COMPLETE Prepare Area Structure Plan/Outline Plan Framework UNDERWAY Prepare Draft West & East ASPs UNDERWAY Engagement Circulate & Finalize West & East ASPs Deliverables: 2017 West Hinton Area Structure Plan 2017 East Hinton Area Structure Plan

Intermunicipal Development Plan Purpose: To establish strategic cooperative policies that overlap municipal boundaries Context: Currently Hinton and Yellowhead County have three (3) active Joint ASPs and a Memorandum of Agreement between municipalities on the provision of local services to county residents. However, there is no Intermunicipal Development Plan in place and under the current Municipal Government Act (MGA), there is no need for one – that’s changing with the Modernized MGA Originally there was a Intermunicipal Planning Review component that has been replaced with the preparation of a new IDP Tasks: Establish Planning and Referral Areas FREEZE MILESTONE Prepare Draft IDP & Confirm Policies FREEZE MILESTONE Engagement Circulate & Finalize IDP Deliverables: 2017 Hinton/Yellowhead IDP
