It provides the results of SCEAF (Total and per SCEAF axis) both for the each building imported and for all the municipal buildings as a whole

Multiple Building Assessment Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Multiple Building Assessment A methodology was also developed concerning the combination of 2 or more pilot buildings into one SCEAF. The goal was to produce one single result for each city. This methodology particularly applied to the Sant Cugat pilot site, where 2 buildings were available (Sant Cugat Town Hall and Sant Cugat Theatre).

Final Scores per Pilot (1/2) Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Final Scores per Pilot (1/2)

Final Scores per Pilot (2/2) Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Final Scores per Pilot (2/2) Results of the ex-ante evaluation of the municipalities were visualised through the spider-diagrams provided by the OPTIMUS SCEAF tool.

Comparative Analysis (1/5) Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Comparative Analysis (1/5) A comparative analysis was then performed among the pilot sites so that the different characteristics, weaknesses and advantages of each pilot are highlighted. Political Field of Action Energy & Environmental Profile Related Infrastructures & ICT

Comparative Analysis (2/5) Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Comparative Analysis (2/5) Is quite ambitious, setting high environmental and energy saving targets. Has introduced energy production from RES. Achieves a “Green” energy mix and reduced operational costs. No monitoring systems or automations are available. Social media and ICT play an insignificant role in the direction of better influencing management action plans and reducing energy consumption according to the occupants’ needs. Savona Pilot

Comparative Analysis (3/5) Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Comparative Analysis (3/5) Has an adequate level of target for 2020. The efforts made so far are not sufficient. The energy mix used leads to high CO2 emissions and energy cost. RES (Geothermal) have been introduced but the system does not work properly. The adoption of ICT and automations is unbalanced towards comfort rather not energy efficiency . The existing systems are not exploited adequately. Zaanstad Pilot

Comparative Analysis (4/5) Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Comparative Analysis (4/5) Performs quite well in the axis related to the ICT and Social media. Is still far from an “Optimus City” when referring to energy saving and CO2 emission reduction. The existing systems are not utilized properly to boost the performance of the municipal buildings. Funding is insignificant. The energy production from alternative energy sources is made from PVs in the roof. Sant Cugat Pilot

Comparative Analysis (5/5) Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Comparative Analysis (5/5) Recommendations Savona should focus on the adoption of ICT and the installation of automations and monitoring systems in its municipal buildings. Zaanstad should focus both on the exploitation of ICT and automations, and make efforts to fill the gap between forecast behavior of its advanced systems and the real case. Sant Cugat should consider some measures to decrease its energy consumption and increase the production coming from RES or CHP plants. All the pilots should: Use social media to organize their energy plans and Measure their energy consumption per end use in order to identify the energy intensive devices and reduce their energy needs.

Baseline Analysis Report Task 4.1 Application of Smart City ex-ante Assessment Framework on the cities Baseline Analysis Report The baseline analysis report, combined with the comparative analysis report and the citation of the pilot needs is expected to help us determine which action plans should be considered by the OPTIMUS DSS and which energy saving and environmental targets should be set. After the implementation of the DSS, the values of the same indicators will be calculated again (ex-post evaluation) and point out the achieved benefits and possible weaknesses based on the difference achieved in comparison with the baseline report (ex-ante evaluation).

WP4 TASKS Task 4.1 Application of SCEAF ex-ante on the cities (NTUA) Task 4.2 pilot cases setup & Optimus DSS installation (D’APPOLONIA) Task 4.3 pilot cases implementation (CITIES, CENS –UNIGE) Task 4.4 pilot cases evaluation (D’APPOLONIA) Task 4.5 Application of SCEAF ex-post on the cities (POLITO) Task 4.6 Technical training activities (NTUA)

Conclusions Deliverable “D4.1 - Baseline Analysis Report” has been submitted. No milestones concerning WP4 are planned within the 1st year. Since the nature of the pilot visits in the three sites implied that people of several fields should participate (e.g. engineers, energy managers, municipal employees and political representatives), more time for their preparation was needed, and they were finally organized a little later than the original schedule (in June and July 2014). The baseline reports for each pilot site were elaborated and finalized in September 2014. For the application of the SCEAF, an additional module was developed, namely the questionnaire, in order to assist local authorities insert their input data in the respective web forms easily and transparently.
