Montenegrin legislation Chapter 27: Environment and Climate Change Montenegrin legislation Shipment of waste is regulated by a system of permits for the import, transit or export of waste in line with the: Law on Waste Management (Official Gazette of Montenegro, 64/11), Law on Foreign Trade (Official Gazette of the Republic of Montenegro 28/04 and Official Gazette of Montenegro, 37/07), Law on Ratification of Basel Convention on the Control of the Trans-boundary Movements of Hazardous Waste and their Disposal (Official Gazette of the Federal Republic of Yugoslavia, International Treaties, 2/99). On 23 October 2006, Montenegro became a signatory to the Basel Convention by the right of succession. Law on Transport of Dangerous Substances (Official Gazette of Montenegro, 05/08). Rulebook of the content of documentation, which has to be submitted together with an application for the issuing of a permit for import, export and transit of waste and a list for classification of waste (Official Gazette of Montenegro, 71/10); Rulebook also contains Notification document and Movement document Rulebook on Content, Form and Manner of Keeping Registry of Issued Permits for Transboundary Movements of Waste (Official Gazette of Montenegro, 71/10) Rulebook on classification of waste (Official Gazette of Montenegro, 35/12). Rulebook contains the Catalogue of Waste, OECD list of waste, list of waste drawn up on the basis of the Basel Convention, list of recovery procedures (R) and disposal of waste (D), as well as a list of hazardous properties of waste (H). Chapter 27: ENVIRONMENT AND CLIMATE CHANGE Important facts Montenegro succeeded to the Convention on 23 October 2006. The Convention became effective for Montenegro on 3 June 2006, the date of State succession. Transboundary movement of waste includes the import of waste in the territory of Montenegro transit of waste of foreign origin through the territory of Montenegro and export of waste from the territory of Montenegro The import of hazardous wastes is prohibited.
