Leisure Farm Residence Committee Meeting Minutes Committee of 2016 - 17: Meeting 8 7th January 2017 11:00am

Infrastructure Update Extension to coastal highway is almost complete: The highway extension is scheduled to be completed at the end of March. Leisure Farm has requested the local authorities to erect noise barriers be erected in Precinct 2 and 4, to minimize noise from the new highway. They have also requested the same in Precinct 1, to reduce noise from the existing highway. Gate 3: The issue of the guarded entrance remains open. The Committee has requested that Leisure Farm have a backup plan in place in the event that the option for guarded entrance is not approved. Additionally the Residents Committee has also started a petition in support of the request for guarded entrance ( to be submitted to the authorities). The petition is available for all residents to sign at the Bale Club and Sales gallery. This topic will be on the agenda at the 11th of Feb Town Hall. It is the opinion of the Committee that the third entrance will create better connectivity and add value to property prices in Leisure Farm, whether the road has a barrier or is open. (At least for properties that do not back directly onto the public road). The Residence Committee would like the entrance operational as soon as it is feasible, on the condition that, if a barrier is not legally permitted, Leisure Farm commits to additional security, noise barriers and traffic restrictions.

Infrastructure Update Other updates: There is a planned upgrade of all 1st generation gate motors and sensors. The landscaping upgrades at Entrance 1 and 2 has been done and will be further enhanced in the next two months. LF and UEM Melia development, outside Leisure Farm, will have and alternate access to the second link highway on completion of the completion of the Melia development. Road connectivity plans, shown in last AGM by Robert, are to be re-communicated at the upcoming Townhall

Bale Club Upgrade Phase 1: It 90% complete and everything should be finialised by the 1st week of Feb. Upgrades include: Changing rooms, shop, play area, BBQ area, arts and craft room. The tender process for Phase 2 and 3 is currently underway. Phase 2: Restaurant, kitchen, decking, walkway. Phase 3: Entrance, bar, horizon swimming pool. The upgrade of the Bale Club is a Mulpha investment and does not come out of the maintenance fund. The Committee has pointed out that as some residence question what their maintenance fees is spent on. The Committee has requested LF Management to continue to differentiate and highlight investments made by Mulpha versus the LF operating budget. Recent examples – Bale Club Renovations, Stables renovation, Chinese New Year Open House Leisure Farm/Mulpha will hold an Open day to show off the completion of Phase 1.

Maintenance fees 2017 Maintenance Fees went out in the last week of 2016. Although there was a 5% increase, a 10% discount is offered if the maintenance fee is paid on or before the 28th of February ( and no further outstanding charges) Leisure Farm has been active in pursuing outstanding maintenance charges. MYR250K of late fees have been collected over the last 2 weeks. There are 6 legal cases currently pending for non payment. Interest will be charged on all late maintenance fees. The Committee discussed possible actions for residents who do not pay their maintenance fees: Posting (Bale Club notice board) of names post a ninety day warning period. Not being able to vote at the AGM It was also discussed adding this condition to the Residence Committee charter.

Other Topics    Money has been collected for the family of the security guard who passed away due to the recent tragic accident, both from Leisure Farm residence and Mulpha. The collection will remain open till Chinese New Year. The Security company is also making a contribution to the education of his children. There will be a final update on the collection in the Townhall The December Christmas Market was recognized as a success, with many non residence attending, which was seen as good exposure for Leisure Farm.

The Town Hall Townhall Date: 11th Feb 2017 Time: 11:00 – 12:30 Venue: Bale Club Conference Room The Agenda of the upcoming town hall was discussed.   1.       Chairman’s welcome and comments . 2.       LF General Manager’s update. 3.       Q&A Session with Winson Chou – Chief Operation Officer, Mulpha The GM’s update will cover the following but not limited to: ·         Third Entrance and connectivity ·         Joint venture plans ·         Vision for the future ·         Development in the surrounding area A draft of the agenda should be published in advance of the event.
