Suggestion/(Points need more Clarification) Recommendation of Working Group : Model APLM Act 2017 States Suggestion/(Points need more Clarification) Uttar Pradesh Act allows 3 Free Transactions by Adhoc Buyer in a Month without Obtaining License -Upper Limit of Transactions Quantity is not Defined -Market Fee Charges is 0.25% of the present Market Fees. -Will lead to maximum transactions to be made by the buyers outside the mandi. -This will impact the level playing field between Private Market and Govt. Market. -Welfare policy for the Farmers(e.g Insurance) by Regulated Market will not be redeemable MP/TN/Pondi -Protection of Interest of farmers in Private Markets -Welfare of Staff of Regulated Market -Pondi has made draft Act based on 2003 Model Act reached the cabinet, may be allowed for eNAM Maharashtra -The Commission charges should be levied to Buyer -Mobile Infrastructure is suggested over permanent setup for Farmer-Consumer Market as practiced in MH Madhya Pradesh State has different model for regulating Private market which are: -Special Purchase Center-State Wide -Mandi level purchase Center-in any Place under market area -Souda patra: Allowing Farmer to sell outside the market yard to any licensee of Market

Recommendation of Working Group: Model APLM Act 2017 States Suggestion/(Points need more Clarification) Haryana In case of excess production of perishable commodity Govt should declare/purchase such commodity under Excessive production support price like MSP in Food crops. Govt can contact Food Processing Unit can sell all the commodity so procured under excessive production support price. APMC should be allowed to purchase such perishable commodity. Rajasthan and Himachal Pradesh Regulation of sub markets ,warehouses as sub markets etc needs clarification Jammu and Kashmir Advance estimate of the excessive production through technology may be given to States/UT Sikkim, Assam, Mizoram Separate Market Framework/Policy is required considering the Geography, Local Acts, perishable nature etc in North Eastern States Chhattisgarh Securing payments to Small and Marginal farmers All States Encourages more Private Market in compare to APMC which lead to more revenue loss and may become a question of survival

Suggestion/(Points need more Clarification) Recommendation of Working Group: eNAM States Suggestion/(Points need more Clarification) Andhra Pradesh Provide necessary assistance for establishing quality assaying infrastructure Madhya Pradesh Grant is required for trained Manpower for Operating eNAM Gujarat Provisioning Facility for generating Gate Entry for Farmer before arriving to any Market Maharashtra Stakeholder Capacity building needs to be planned. All States All the States currently on eNAM have decided to set up a Joint Action Plan by appointing a Nodal officer in each State which will : Identify the Commodities which are traded across Other States Identifying Traders and helping them for Participating in Inter State Trade Formation of a National Level Regulatory body for Issuing and Sorting any type Disputes related to Trade or Services in eNAM has been suggested by all the states with Prime responsibility of : Dispute Redressal Mechanism Assured Delivery Assured payment.
