Why we needed a new web GIS Framework? Technical Drivers City GIS Technology out of date Higher User Expectations e.g. Google Maps, GPS, etc. Service Based Architecture Web Hosting e.g., Cloud, service oriented
State of GIS Use at the City
What We Found
The Old Web GIS Framework
The Challenges… Many users, but uncoordinated efforts Silo’ed use of GIS Over a decade of workflows and workarounds Don’t know what to ask for Lack of defined governance
Collaborative thinking, sharing of data, ideas and tools Collaboration Collaborative thinking, sharing of data, ideas and tools
Collaboration Corporate GIS Working Group acts individually and collectively throughout their representative sections Approves/advises project deliverables and ensures they are met help resolve issues and makes policy decisions provides direction and guidance to the project acts as liaisons to executive groups and sponsors if required
Business Requirement Gathering 10 Business Requirements Workshops were held 6 follow-up meetings were also held to ensure no one/group was left behind Every department was represented, and approx. 80 attendees total

How did we manage this?
Governance Model Stakeholders Hierarchy of Roles Defined Responsibilities Service Model Support Structure Solution Process Process Flow
Change/Communications Plan GIS Working group Web GIS project team Digital Communications… Email/e-Net Informal Networking
Continuous Improvement Plan Continuous training plan Load/ Performance Testing Usage tracking Regular updates to Corporate GIS Working Group Automating:App Testing QA/QC Leverage Benefits of SAAS Keep technical Staff Informed
Outcome… Recommendations converted to a plan Governance framework Resourcing Licensing efficiency – empowering more users over the web vs desktop use Replaced Web GIS Ready for anticipated requests and growth The framework exhibits overall high performance for load times, searches, navigation and querying. The framework enables high-availability (i.e. continuous operation) for all sites
