State Budget Update Two years without a state budget due to partisan wrangling $14.5 billion in unpaid bills, up from $5 billion in 2015 “Structural Deficit”: The state does not generate enough revenue to meet current expenses Backlog of unpaid bills incurred since January Supportive Housing Program hardest hit (IDHS data): 2,311 fewer people served (19% decline) between 2015 and 2016 3,289 children turned away in 2016 Projected budget cut of over 40% If no solution by the end of June, contracts could be sent to agencies with Gov.’s figures “pending budget” Agencies closing doors, consolidating, no filling positions
