Power of The Purse Highlighter Reading Grab a Highlighter and Read the “Congress and the Power of the Purse” handout. Highlight the title: in the space next to the title, before reading on, predict what you think the title means. How fast is Congress’s Progress? What is the actual definition of “power of the purse?” Why is consideration of the budget a problem? How did the framers determine who had tax power? Limits on Power Checks and Balances Habeas Corpus Bill of Attainder President and Supreme Court can stop laws. Habeas Corpus Protect citizen rights. Paper that says, “without being charged you must stand trial to see if there is evidence to convict you.” Bill of Attainder Convict a person of a crime without trial. Congress cannot pass laws like this.

Second: Draw a line next to each power ______ and rank the powers from 1 to 5. (1 being the most important, down to 5 being the least important) Third: Once finished ranking the powers, select 2 of the powers and in a paragraph for each power, explain why you ranked each power the way you did and why you think Congress needs that power today. Grading: 1 point for each power and rank, 5 points for each paragraph, must have a detailed explanation on ranking and why Congress needs each power.
