Congress has the power to pay for wartime expenses. Congress can pass laws limiting the President’s ability to commit troops to armed conflict (War Powers Resolution of 1973). House of Representatives & Senate The Federal Courts The President, as head of the executive branch, can appoint Supreme Court Justices. The Senate must approve all appointments to the Supreme Court.
