Our forecast calls for… Sustained emphasis on roadway safety Rising importance of Technology Transfer Increased attention on local public agencies in transportation Rising Importance (Emphasis?) on T2 – Remember MAP-21 provided about 1/3 or all Research funds and created the Technology Innovation and Deployment Program More and more energies and resources are going to Technology Delivery, e.g., EDC, SHRP-2. T2 Working Group – (status?) What are the important T2 topics for Centers / customers? Investigating extra funding for T2 – TBD Safety Remains a Priority The community should continue its strong commitment to our Strategic Focus on Safety between FHWA and NLTAPA. From 2012 PAR data, Highway Safety was up 7% on hours of training provided … And this increase is on top of the 10% increase from the year before … good results clearly showing the impact from your focus on safety … Great Work! Can I ask all of those who serve on the Safety Work Group to stand up … You deserve a big round of applause. Attention to Local Agencies continue to increase There’s greater interest in marketing and promoting technologies to locals (EDC/SHRP2) The EDC-2 initiative on Locally Administered Federal-aid Projects is in high gear (and the next EDC Exchange will focus on this initiative) One benefit is that we were able to support modest increase in LTAP program funds (extra $10k program dollars)

Our challenges and opportunities include…. Managing expectations Remaining innovative MAP-21: The next chapter Keeping partnerships relevant Managing Expectations: As MAP 21 changes the framework, managing expectations is important to us all (i.e., FHWA program staff, NLTAPA and the LTAP community) and provides us collectively with a challenge. LTAP is gaining attractiveness in eyes of FHWA program offices to assist with national issues & T2 delivery What is LTAP’s capacity to deliver? As convener? As Facilitator? As Educator? Some or all of the above? We need to be specific in understanding these roles and agreeing on the right ones to support the right effort Then how do we communicate the right image to others, e.g., FHWA leadership, partners (AASHTO, NACE, APWA, ….)? We need your help, and that of NLTAPA, for such a combined and consistent message. We all need to work on this together to arrive at the common program message, and then all agree to use it consistently. We need to work on this collectively in the coming months. Innovation How can we better use innovation and innovative thinking to overcome any barriers before us? We somehow learned how to work effectively with limited budgets. We took on a perspective to ‘make every penny count.’ (I dare Mike to say EPC) We relied on each other, and shared and exchanged ideas and resources and repurposed what we had available to us How might we do this for our Training Delivery – We need to keep advancing our tool set and methods for effectiveness – how can we use new technologies to further leverage our resources? (Pechua (Pech-a) Kucha) and Jeff’s presentation from Tuesday Greater online training can meet more of the need – what is the right balance of ‘online’ and ‘face-to-face?’ Mobile Platforms (mobile phones, tablet computers to expand reach and enrich the learning experience) – how can we incorporate this tool set? Even a modest grow in this area, may only keep us even with others; doing nothing will put us behind. How do we leverage mobile technology to our advantage? Is the NHI Instructor Development Course proven helpful? How do we measure its benefit? MAP-21 The Next Chapter Remember the MAP-21 “themes” of Safety,, Flexibility, Streamlining Project Delivery, and Technology implementation/deployment , and Performance Management Performance Management What this means in the Federal-aid program is still developing – more to come / stay tuned Collection and use of data to determine status / how things are going and for making investment decisions can be expected Safety is first out with some rulemaking ??? in the Federal register Grab the informational flyer from FHWA What we expect with the next bill is likely to be more evolutionary/tweaking in nature regarding the core programs Partnerships Partnerships continue as a strong theme. But we need to think of partnerships beyond a theme and as a tool. By finding our common goals, we can all work together across organizations to achieve our goals. What are our common goals? Safety has proven to be one that has connected us with AASHTO, NACE and others. But what could be other priority goals and how do we articulate them? Are we doing enough with our partners (AASHTO, NACE, APWA, ….)? Are we working strategically with them? Remember there are significant personnel changes at AASHTO; how do we make sure we maintain the good connections we have learned to enjoy? Does there need to be a common strategy focusing on ensuring we maintain connections and enhancing connections with specific partners? Who will lead this?

SHRP2 Implementation Assistance Program Assistance Opportunities Available to help State DOTs, MPOs, local agencies, and other interested organizations to deploy SHRP2 Solutions Open for applications twice per year Round 1 launched in February 2013; and Round 2 launched in August 2013 9 SHRP2 Solutions have been included in the program to date Today, I want to talk with you about the second Strategic Highway Research Program, better known as SHRP2. SHRP2 is a collaborative effort to develop products and processes that can be used by agencies to address key transportation challenges, today and in the future. The U.S. Congress authorized SHRP2 in 2005, providing substantial funding for research ultimately to result in proven and tested solutions for adoption by State DOTs and other stakeholders. For the past 7 years the FHWA, AASHTO, and TRB have worked in partnership—first to accomplish the research and now to deploy the products. I plan to provide an overview of SHRP2 with an emphasis on the next steps for product implementation. In February 2013, FHWA and AASHTO announced the establishment of the SHRP2 Implementation Assistance Program. This program is available to help State DOTs, MPOs, and other interested organizations participate in the deployment of SHRP2 Solutions. The first round of implementation opportunities opened on February 19 and closed March 22. Awards for this first round were announced on May 3, 2013. Through the SHRP2 Implementation Assistance Program, FHWA and AASHTO offer a broad scope of opportunities to heighten awareness of SHRP2 Solutions and to encourage early adoption of SHRP2 products. Earlier this year, we reached out for your participation, and you responded with project recommendations from across the country. The terrific response to the first round of opportunities demonstrates the relevance of SHRP2 as it transitions from research to implementation. The second round of the Implementation Assistance Program opens in August.

Round 1 Implementation Assistance First Round at a Glance 34 States and the District of Columbia 6 SHRP2 Solutions at work on 108 transportation projects 2 proof of concept pilots 74 lead adopter incentives 24 user incentives Limited technical assistance to 8 States In the first round of Implementation Assistance, six products were selected for implementation opportunities. Each of the SHRP2 products has the potential to help deliver more efficient, cost-effective programs to meet the complex challenges facing transportation today. We were very pleased with the success of the initial round of implementation earlier this year. Implementation opportunities were opened on February 19 and closed on March 22. Selections were announced on May 3, and in the initial round, 34 States and the District of Columbia will participate. In the coming months, States, MPO’s, tribal agencies and FHWA’s Federal Lands Divisions will put into practice one or more of the six Round 1 products on an estimated 108 different transportation projects across the nation.

In the second round of implementation, we want to expand these opportunities to local agencies. We want local agencies to take advantage of the upcoming products ready for second round implementation. These 4 products are slated for implementation in August:   Under Capacity, we have: C19 Expediting Project Delivery Then we have three products from the Renewal focus area: R07 Performance Specifications for Rapid Renewal R09 Managing Risk in Rapid Renewal Projects, and, R16 Railroad-DOT Mitigation Strategies R09 also was rolled out in Round 1 and now is available for additional implementation opportunities in Round 2.

Prior to that, you’ll have several opportunities to learn more about the products being rolled out. During July, we presented a series of product-specific webinars for each SHRP2 product selected for implementation assistance. Recordings of these webinars are available on the SHRP2 Implementation Assistance Program at www.fhwa.dot.gov/goshrp2. Each webinar is approximately 90 minutes. I also have provided you with two handouts, and each handout provides contacts for more information.
