VPK 2017-2018 Contract

Eligibility to Contract Public School Private Provider Charter schools must submit a copy of the charter; charter must include a provision for VPK. If charter does not include VPK, charter school must meet same requirements as a private provider Must have completed all corrective action for previous year VPK program

VPK Director All private providers must have a VPK director on site for the majority of hours in which VPK instruction is being delivered Director credential must indicate whether director is VPK exempt or endorsed Must have current Level II Background Clearance Must have current Affidavit of Good Moral Character

VPK Instructors Credential CDA/FCCPC/NECC must also have completed Emergent Literacy for VPK Instructors and Florida Standards for Four-Year-Olds AA or higher degree Must be in field (???? ADD ACTUAL REQUIREMENT HERE) Level II Background Clearance Affidavit of Good Moral Character VPK Aides Do not need educational credential

VPK Substitute Instructors (ADD NEEDED CREDENTIALS AND SCREENS) Substitute instructor limited to 30% of the VPK programs instructional hours

VPK Class Size 1 instructor to 11 VPK students 2 instructors (instructor & aide) to 11-20 students Cannot exceed the approved capacity of physical space where class is held

Program Schedule

NEW-Attendance Policy Providers are required to give parents a copy of provider’s attendance policy upon enrollment Copy of attendance policy must be submitted to ELC as part of required VPK contract documents Attendance Policy should include: Start and end dates of VPK Program Times for VPK: hours and days of week VPK Calendar or listing of all non-instructional VPK days, to be given to parents Tardy policy Absence policy: Provider has the right to dismiss the child from their VPK Program after ____ absences, excused or unexcused. Provider policy/procedures for reporting absences: phone call, written notification upon return, etc. Late pick-up fee(s) if child is not enrolled in VPK Wrap Program Parent/guardian(s) are required to sign their VPK child in and out each day, which can be found ___________. Parent/guardian(s) are also required to complete the VPK Attendance Verification forms monthly to verify child attendance, which can be found __________. Parent/guardian signature acknowledging they have read and understand the VPK Attendance Policy. (Keep signed form in child’s file.)

Monitoring Contract Case Managers conduct annual site and file monitoring to ensure compliance with all VPK contract requirements. Annual site monitoring is conducted on a state determined sample of providers using ELC VPKmonitoring tool. This is always available to providers on ELC website & portal. Providers required to let ELC staff in and allow access to records. If monitoring results in non-compliance finding ELC will place provider on corrective action plan which provider will receive in writing and which has specific activities and deadlines to meet to correct non-compliance.

Readiness Rates & Provider Probation

Non-Compliance & Termination A provider who is unable or unwilling to comply with the terms of the VPK contract should not contract with the ELC. Contracting to provide VPK services is optional. Entering in to a contract with the ELC indicates you agree to uphold all contractual requirements and are aware there are consequences for non-compliance. If Provider fails to provide the minimum level of services required by the Contract, the ELC may temporarily withhold reimbursement, disallow all or part of services not in compliance with the terms of this Contract, place the provider on probation, or terminate this Contract. Non-compliance notification will occur in writing from the ELC and will include all required corrective action and a deadline by which corrective action must occur. Emergency contract termination will occur upon determination that there is an immediate danger to the health & safety of children in care.

Reporting Unusual Incidents An unusual incident is any significant event that involves the health and safety of children in the Provider’s care. Examples of unusual incidents include: Accusations of abuse or neglect against the Provider or Provider’s staff. Injury of a child which requires professional medical attention at Provider site. Written notification from parent that child received professional medical attention as a result of an injury that occurred at Provider’s site. Notification of litigation where Provider is named defendant or party and which relates to Provider’s operation at any location where SR services are provided. Providers must report any unusual incident to the ELC by close of business on the next business day after the unusual incident. Providers must submit a written report of incident to ELC within 3 business days of incident. Licensed providers may submit a copy of the incident report sent to DCF licensing to fulfill this requirement.

Multiple Sites If provider is executing a single contract on behalf of multiple sites provider must complete a Provider Location List in a table format with the following information: Location Number (if applicable) Location Legal Name Doing Business As Name (if applicable) Physical Address Employer Identification Number School Year (Yes or No) Summer (Yes or No)

SR vs VPK Attendance Codes If the provider is closed or not providing VPK instructions on a particular day that should be marked N.  There are not any H on the VPK roster because the State only pays for instructional days. SR If a provider has a holiday that is not identified with an H on the roster it means that it wasn’t an approved holiday per the contract and it should be marked N.

Fees Cannot require payment of a fee or charge for services provided during VPK instructional hours Cannot require a fee or payment as condition of enrollment or participation in VPK program Cannot require to enroll in or pay for supplemental services (Ex: wrap care) as a condition of admittance into VPK program If provider does not receive payment from ELC for VPK services provider cannot require parent to pay for VPK instruction Non-compliance Late certificate Incorrect certificate

VPK Certificates of Eligibility (COE) The start date (item #15 on certificate) cannot be before the certificate issue date. State law requires that eligibility must be determined before a certificate can be issued and the child can begin attending a VPK program. You must have a minimum of four COEs with the same start date before children can be enrolled in your VPK program

Change of Ownership If there is a change of ownership before all VPK instructional hours have been completed, new owner may schedule only the remaining instructional hours of the VPK program under the previous ownership Contract is non-transferrable. Must notify ELC a minimum of 30 days prior to ownership change or closure. Must provide ELC with last 5 years of records related to VPK program by end of day on last day of business. Failure to notify will result in withholding of final payment until ownership change is complete OR non-payment of final payment due to non-compliance with contract notification requirement. We must give families adequate notification of their rights and time to transfer if they wish to do so. There will not be a seamless transition between your program and the new owner if ELC does not receive proper notification. Just because you aren’t thinking about closing or selling your business right now doesn’t mean it won’t happen in the future!

VPK Assessments Providers are responsible for ordering VPK Assessment Kits ELC cannot approve order for a VPK Assessment Kit until provider’s VPK contract is approved VPK Assessment Kit orders must be placed by providers a minimum of 30 days prior to the start date of VPK program Orders are placed in the Bright Beginnings online VPK Assessment reporting system Must log in and enter classroom info in order to have option to order kit

VPK Assessments AP1 VPK Assessments for Assessment Period 1 must be administered within the last 30 calendar days of VPK program. This includes non-instructional days. Assessments must be entered and submitted in the Bright Beginnings online system within 45 calendar days of first day of VPK program

VPK Assessments AP2 VPK Assessments for Assessment Period 2 are optional Exception: VPK Providers on Probation (POPs) that have selected the Staff Development Plan are required to complete AP2 Helpful to administer AP2 to help inform instruction AP2 should be administered at midpoint of VPK program AP2 should be entered, at the latest, no later than 15 calendar days after the last day of the VPK class schedule

VPK Assessments AP3 VPK Assessments for Assessment Period 3 must be administered within the last 30 calendar days of VPK program. This includes non-instructional days. Assessments must be entered and submitted in the Bright Beginnings online system within 15 calendar days of last day of VPK program Failure to administer and submit assessment results on time will result in loss of eligibility to deliver VPK program for a period of five years

2017-2018 Contract Deadlines Fall 2017-2018 VPK contracts for providers wishing to begin in August are due May 31, 2017 Fall 2017-2018 VPK contracts for providers wishing to begin in September are due June 30, 2017 *Your VPK contract must be approved prior to ordering a VPK assessment kit. *You must order your VPK assessment kit 30 days before the planned start date of your VPK program.
