Housing and Homeless Programs, Human Services Agency Youth Homelessness Introduce myself and my role in Housing and Homeless New position: Adults, Families, and now TAY Housing and Homeless Programs, Human Services Agency

Who are we talking about? TRANSITIONAL AGE YOUTH 18-24 years old Currently homeless or at risk of homelessness Subpopulations with diverse needs LGBTQ Youth Street Youth Youth of Color Former foster youth Active drug users Those with mental health issues Travelers Bay Area natives Parenting TAY And more The reason I write out all the subpopulations is to demonstrate the diverse, unique, and complex needs of this population. While all homeless folks have unique situations, this group in particular due to their developmental stage in life has particularly diverse needs.

What is the City’s Role Departments involved: DCYF (Dept. Children Youth and Families) TAYSF Runaway youth funds (under 18 and unaccompanied) HSA Family and Children Services Foster Care and Extended Foster Care (up to age 21) Department of Public Health Behavioral Health programs MHSA Housing Routz (TH program with Larkin) Mayor’s Office of Housing Housing Development Manages the housing pipeline HSA Housing and Homeless Outreach (2) Shelter (1) Transitional Housing (3) Supportive Housing (4) THP Plus (4)

Current Landscape A) Providers: Providers: Who serves homeless Youth? Larkin Street Youth Services At the Crossroads Lyric Homeless Youth Alliance First Place for Youth Family Children Services These are the ones that I work with. Attempting to continue to do more outreach to get involved with programs who work with homeless youth even though that might not be their primary mission or program work

B) Services and Housing Outreach/Drop-In/Basic Services Education Employment Mental Health/Substance Abuse/Support Groups Health Housing Shelter- 70 total beds 40 beds for 18-24 30 beds for under 18 years old Transitional Housing- 293 total beds Two CoC funded Youth TH programs- Geary & ATI: 35 beds 70 units are apart of THP Plus- State funded housing program for youth aged out (21yr) or emancipated from foster Care. It is 24-36 months. Supportive Housing Current – 117 total units One CoC funded - 5th Street (44 units) In the pipeline- 54 units Lots of other support services programs not listed above but doing great work Larkin TH programs not funded by HSA

C) Access Shelter and Transitional Housing: Referrals go through Larkin Street Youth Services Supportive Housing: Referrals go through Human Services Agency Eligibility Determined Access Point Agencies make referrals LYRIC Guardian Scholars (SF State & CCSF) Larkin Street Homeless Youth Alliance At the Crossroads First Place for Youth Family Children Services Probation SF Start Team Navigation Center Referral Agencies: balancing the idea of spreading out access between having too many agencies and then there are very little referrals made to a lot of places when in fact some agencies serve many more homeless youth and therefore need the resource more than other agencies

TAY Housing Evaluation Partnership: Mayors Office of Housing Human Services Agency Corporation for Supportive Housing Harder and Company TAY SF Youth Homeless Service and Housing Providers Purpose: To evaluate how efficient and effective the City’s current system of housing and supportive services is when it comes to meeting the needs of TAY. To determine how might the existing system of services be refined in order to better meet the needs of TAY. Methodology: Data analysis Focus groups Interviews Report expected: Summer?

Role of the LHCB Understanding what role youth programs play in the CoC Keeping track of HUD polices that impact homeless youth and programs; Advocate Support the voice of homeless youth Actively engage youth service providers and mainstream institutions that work with youth Be critical and ask questions More federal focus on homeless youth by the Federal government: Youth Counts; definition changes; Statewide- expansion of THP Plus to include just homeless youth as the criterion Locally- 93 units in the last 18 months; three buildings vs only one for the last ten years; TAY SF Plan; Units in the pipeline; TAY evaluation
