Community Eligibility Provision (CEP) Fueling Student Achievers

Background: Healthy, Hunger-Free Kids Act 2010 Provides an alternative to household applications for free and reduced price meals Offers all students free meals in high poverty local education agencies (LEA) and schools

Implementation Phased in over a period of 3 years in limited number of States selected by USDA Food and Nutrition Service Available nationwide July 2014

Requirements for Participation Have a minimum of 40% identified students in the school year prior to implementing CEP Serve free lunches and breakfasts to all students Household applications for free and reduced price meals are not collected Identified Direct Certification Students Total Enrolled Students ≥ 40% X 100

Election of Provision All schools in LEA Group of schools Individual school

Process Identified student percentage (ISP) multiplied by a factor of 1.6 equals the percent of total meals served that will be reimbursed at the Federal free rate The remaining percent of total meals served is reimbursed at the Federal paid rate

Annual Percentage Selection: 2nd, 3rd & 4th year ISP from immediately preceding school year; or The year prior to the first year of participating in CEP (original ISP)

Benefits of CEP Serve free breakfast and lunch No meal benefits applications Reduced chance of overt identification and stigma No charging issues
