Road Map for Urban Policy and Development in Pakistan Climate Change Division

Urbanization and the Needs of Pakistan Urbanisation in Pakistan with all its new challenges in governance and urban service delivery is also creating opportunities for growth and prosperity. The urban crisis today is posing social and class inequity, ecological damage, environment degradation, energy crises, crime & conflict, loss of amenities and public spaces, rapid change in land use, over consumption of resources and production of mass of waste. Social transformation requires inclusiveness, building competitiveness, reduction of waste by rethinking consumerism, safer cities and regenerating efficient energy resources. The GoP encourages the new paradigm shift for a more inclusive urban development in Pakistan. The GOP aims to promote an integrated approach to planning and building sustainable cities and urban settlements.

Commitments/Obligations Pakistan was part of Rio+20 and World Urban Forum 2012. The next Habitat-III Conference on the ‘Future we Want’ is scheduled for 2016 A core group was established to advise GoP and government in provinces for establishing urban policy framework guide at Federal supporting policies in provinces. The core group had devised a road map that would lead to urban forums and through debate initiation of urban policies.

The process… GoP, in line with international obligations, is notifying a National Habitat Committee (NHC) which will liaise with provinces and oversee this process. NHC will oversee collection & analysis of urban information. Holding national workshops for analysis sharing and seeking views. Agree on priorities, issues and challenges for a new urban agenda. Prepare a National Habitat Report.

The New Urban Agenda – Food for Thought All problems are eventually issues of resources. Over-consumption of resources must be stopped. End discouraging local solutions to reach sustainable standard of living. Our development plans must be simple and realistic, within our means and culture. Become self-sufficient. Develop the poor (education, housing, health, employment) and reduce inequities. Tackle our over-population problems. Preserve the environment and protect the earth. Setting an example for the rest of the world.

The Climate Resilient Pakistan The GoP established the Climate Change Policy. Pilot initiative of vulnerability assessment being concluded for ICT. City authorities have identified pilot projects for inclusion in climate-smart planning. The Model in making has serious implications for replication in other cities.

The Importance of Pakistan Urban Forum and Managing Urbanization Venue to rethink the Urban Agenda. Declaration and development of initial guidelines for Urban Policy. The papers during the Forum would present issues & challenges for addressing these by policy makers. High quality research papers would present theme-wise issues and challenges and recommendations. Debate at the forum would help the government fulfill its international obligations and internal needs of managing urbanization.

Steps Proposed After Urban Forum Urban Forum highlights issues, challenges and recommendations for urban development. Provinces prepare their provincial urban policies as well as strategies. The provincial urban policies will help address national and fulfill international obligations of urban development.
