Signs of Fetal Alcohol Syndrome FAS FACT SHEET: Signs of Fetal Alcohol Syndrome Small head circumference Epicanthic folds Short nose Short midface Indistinct philtrum (an underdeveloped groove in the center of the upper lip between the nose and lip edge) Low nasal bridge Short palebral fissures Obscure the canthus (the inner corner of the eye), a normal feature in some people Thin reddish upper lip There are between 1.5 and 2.5 cases of FAS per 1,000 live births in North Dakota each year.

The average cost of Human Service System services is $1,324 The average cost of Human Service System services is $1,324.00 per year for each child with FAS. In North Dakota the cost of Human Services for each case of FAS to the age of 18 is $23,841.72.

The annual cost of medical care services was $5,297.00 per case of FAS. In 1996-1997 the annual excess cost of medical care due to FAS was $4,402.99 per case. In North Dakota the cost of inpatient medical care for each case of FAS to age 18 is $95,034.60

We must focus some prevention efforts on this very high risk group if we are to be effective in preventing FAS in North Dakota

If the state of North Dakota spent 1% of the cost of caring for persons with FAS on prevention, we would spend $157,643 per year, or $315,286.00 per biennium.
