Summary 22 comments relevant to the charter of the HO Rapporteur Group Main themes: Handover Delay Load Balancing Other: HO preparation DSx transactions interrupted by HO and service flow parameter modification during HO Inter-bandwidth HOs Miscelaneous

List of relevant comments HANDOVER DELAY 3029 (C802.16maint-08/016): Proposal for reducing delay during HO. 3142 (C80216maint-08_107): Proposes a new method for updating TEKs during a HO 3136 (C80216maint-08/085): Proposes to include the details of the uplink allocation for RNG-REQ in BSHO-RSP while the MS is still connected to the S-BS 3128 (C802.16maint-08/003): Proposes a new way for mutual identity verification during HO. 3164 (C802.16maint-08/002): Proposes a new method for updating TEKs during a HO 3166 (C802.16maint-08/194): Proposes a new method for updating TEKs during a HO LOAD BALANCING 3066, 3135, 3137 (C802.16maint-08/013) This is the contribution that was close to harmonization in the last f2f meeting 3067 (C802.16maint-08/199) refers to contribution OTHER DSx transactions interrupted by HO and service flow parameter modification during HO 3143 (C802.16maint-08/135): Changes to CID Update TLV in RNG-RSP to indicate to the MS the outcome of DSx transactions that were interrupted by a HO. 3108 (C802.16maint-08/172): alternative solution to 3143, inform MS about the status of DSx transactions when HO is initiated. 3147(N/A): Attempts to resolve conflicting requirements in the standard for the case that the T-BS wants to change service flow parameters during a HO. Apparently the standard instructs the target BS to do the update both through DSC-REQ after completion of HO and CID Update TLV. HO preparation 3109 (C802.16maint-08/207): Proposes some corrections for the procedure when MS rejects the target BSs proposed by the network and indicates a different target BS in HO-IND 3138(C802.16maint-08/208): Proposes what the MS should do when it receives a BSHO-REQ with no T-BS included. 3139 and 3140 (C80216maint-08/0175): Clarify how the BS should set the “action time” parameter when it includes multiple BSs in BSHO-REQ/RSP 3141 (C802.16maint-08/106): Propose different ways of handling the error scenario when HO-IND with “cancel” indication is lost and never received by the serving BS 3146 (N/A): Clarifies the meaning of bit #6 in HO process optimization Inter-bandwidth HOs 3301 (C80216maint-08_086): Provides clarifications needed for performing inter-bandwidth handovers between 5 and 10 MHz bandwidths Miscelaneous 3144 (C802.16maint-08/204): Defines the sleep and scanning termination details for HO operations 3061(C802.16maint-08/59): Proposes to include network authenticator identifier in RNG-REQ message to allow the network to authenticate the MS faster with minimacl network signalling overhead

Harmonization / F2F Activity Group close to harmonized solution in some topics, while on-going discussion in other topics, with varying progress HO delay reduction Load balancing Face-to-face time during meeting to continue group’s activities In conjunction with other rapporteur groups and with main maintenance group so that those with overlapping interests can cover multiple meetings.
