Introduction The FCA is responsible for UAE Customs: To reach the highest international standards. Achieve a safe community and fair trade. The highest legislative and judicial authority for customs in the UAE.

International Cooperation Bilateral: CMAAs with 12 countries. Promotes the exchange of information, sharing of best practices and assistance. Multilateral: World Customs Organization. World Trade Organization.

Cooperation with the WCO The Revised Kyoto Convention. The ATA Carnet. SAFE Framework of Standards. The WCO Theme for the year 2016, “Digital Customs: Progressive Engagement.” Showcase and promote the use of ICT in customs procedures.

World Trade Organization’s Trade Facilitation Agreement Multilateral Agreement to promote and facilitate trade to achieve global economic development. Articles set measures for cooperation between agencies, with customs playing a major role.

Projects: Time Release Study Measuring average clearance time of goods. Identify bottlenecks. Highlights importance of interagency coordination at the border. UAE Customs procedures adopted as guidelines by GCC.

Coordinated Border Management Importance of coordination and cooperation between border agencies. Establishment of Single Window; one-stop shop.

Single Window Facilitates trade by creating a one-stop shop for traders: To submit documents for declaration. Finish all documentary and border compliance procedures.

Smart Trade Information Gateway

Collaboration with the Private Sector Importance of open dialogue between the private sector and customs: Discuss new procedures/laws Feedback from private sector Etc. FCA is working on a Private Sector Consultative Group.

Projects: Authorized Economic Operators Customs authorizes compliant traders Ensuring a secure supply chain for customs. Providing facilitated procedures for trusted traders. MRAs between countries to promote bilateral trade. UAE AEO to be launched in 2016.

Future of UAE Customs Importance of securing the global supply chain. Facilitating trade. Use of ICT and Innovation Cooperation and transparency.
