UNION REPORT OF CAMBODIAN LABOUR CONFEDERATION Doung Veasna Legal Officer, CLC Cambodia

BACKGROUND Cambodian Labour Confederation (CLC) is an independent and democratic organization, established on April 09, 2006 and registered with Ministry of Labour and Vocational Training, dated on December 31, 2008. CLC has members: more than ninety thousands members Affiliation with: three thousands unions, covers fourteen provinces in the country, from eight sectors such as garment, tour and service, famer, construction, industry, worker, transportation and informal sector.

BACKGROUND CLC is continuously increasing the members because we have clear vision and goal with taking actions: Getting improvement of working conditions; obey the laws in society; Democracy; fully respect human rights and decent living with decent wage for workers

LABOUR DISPUTE SETTLEMENT INDTRUMENTS we are using the legal progress such as: negotiation with employers; labour law, adopted in 1997; ILO conventions (Cambodia has ratified 13 conventions); Ministry of Labour and Vocational Training; Arbitral Council; Labour court (in the process of establishing); other legal declaration from ILO conference.

LABOUR DISPUTE SETTLEMENT Leaders and members of the independent trade unions still continuously face a lot of serious problems with employers: Negotiation (social dialogue); Authority’s order; Arbitral Council award; Judicial decisions; ILO conventions; Interfere from political parties.

TERMINATION UNION LEADERS AND ACTIVISTS The union leaders and activists are the target of termination of the actions. In 2015, there were many terminated workers jailed and beaten from some companies: Ju Hui shoe factory and JSD garment supplies to WAL-Mart, K-Mart, H&M companies, 13 union leaders and members were injailed. 20 workers were beaten; 600 workers were dismissed.

TERMINATION UNION LEADERS AND ACTIVISTS… In 2016, Angile Sweater factory and Capitol Tour Bus, 8 union leaders and members were jailed for more than 2 months, more than 30 workers were beaten badly and more than 50 workers were terminated. so far, they are not yet reinstated with back pay.

TERMINATION UNION LEADERS AND ACTIVISTS… Airport companies, Zhong Yin, Xingfang, I-Cheang companies, Victoria Angkor Hotel, and Smile Angkor Restaurant, more than 300 union leaders and members were dismissed because they form the unions.
