Project Management Office MONRE – WORLD BANK REPORT ON IMPLEMENTATION OF LIVESTOCK WASTE MANAGEMENT IN EAST ASIA PROJECT IN VIET NAM Project Management Office Hanoi, 20/1/2009

Implementation Progress by Components Major Issues and Next Steps MONRE – WORLD BANK CONTENTS General Assessment Implementation Progress by Components Major Issues and Next Steps

MONRE – WORLD BANK General assessment All components are being implemented comprehensively 3 demonstration systems in Tu Duong, Thuong Tin have been constructed Systems of 5 medium farms in Tan An commune, Vinh Cuu dis, Dong Nai are ongoing Some new farms for demonstration construction are selected The project implementation is slower as planned and expected

Component 1 : Management Technology Demonstration a. Technical design development for demonstration in Ha Tay province 3 demonstration systems in Tu Duong, Thuong Tin have been constructed and transferred to DPC, CPC and farmers The manual for operation, management and maintenance of the systems has been developed and trained farmers Some new pig farms have been selected and proposed for technology replication in Ha Tay province, EIA reports have been developed Many workshops, training courses in Tu Duong commune were held to disseminate and get opinions from community on the technology application of biogas lagoon The environmental monitoring report has been developed

Component 1 : Livestock waste management technology demonstration b. Technical design development for demonstration in Dong Nai province Systems of 5 medium farms in Tan An commune, Vinh Cuu dis, Dong Nai are ongoing: Documents of construction package of material and construction procurement were sent to WB The environmental monitoring report has been developed The decision on the discharge standards for Vietnam

Component 2: Policy and Replication Strategy Development The application and replication strategy on LW treatment technology until 2020 Report on discharge standards of wastewater pollutants for animal husbandry Report on theoretical and practical bases of policy design on biogas energy and market development in Vietnam Report on social safeguards in Vietnam

Component 3: Project Management and Monitoring. - Equipments for PMO and 2 PIUs were procured - A firm has been hired to do the package monitoring and evaluation of the project. This firm has been finished the first report in project implementation - The audit report for the first year has been finished and sent to the World Bank The evaluation carried out by the World Bank during supervision missions has been done and finished Some workshops and training courses (Survey on animal husbandry products in Ha Tay and Dong Nai; Orientation on policy development of environmental protection integrated into sustainable animal husbandry; training on operation, management and maintenance of biogas systems, etc.)

Major Issues and Next steps The fluctuation in number of pigs due to the animal diseases in Asia and Vietnam has somehow effects on calculating system capacity. However, demonstration construction will be started as designed In reality, the number of available wells and ponds for sample collection is not enough. Therefore, it is necessary to find more points that are affected by or related to waste flow of the project Many contracts has been awarded to the consultants but the disbursement process has not caught it due to some financing procedure of Vietnam. However, we can deal with this problem soon and push the disbursement process more quickly in the next term

Major Issues and Next steps Design demonstration technology and start construction in Tan An commune, Vinh Cuu district, Dong Nai province Design demonstration technology and construction in new selected areas in the North and the South Develop and finish documents in the framework of the project Hold workshops and training courses within project activities Organize some national study tours for farmers at two pilot areas Organize a study tour to an Europe country

The treatment system for whole village: Construct two village waste canals with a length of 720 m (separate rain water) 6 cylinder tanks with volume of 54 m3 of each have been covered by HDPE sheet Build two storage ponds with volume of 340 m3 of each

The treatment system for group farms: Construct a small covered lagoon with effective volume of 280 m3 A storage lagoon has been built with volume of 220 m3

The treatment system for individual farm: A cylinder bio-digester with effective volume of 10m3 has been constructed
