Internationalisation and Studielink 2016 - 2019 May 5th 2016, Bote Folkertsma IAAO meeting Cavtat, Croatia

Goal presentation Vision on internationalisation in Higher Education in the Netherlands related to the services of Studielink And how can Studielink act on this topic Groningen Declaration Some information and discussion (?)

Vision is derived from.. Strategic plans institutes Topic “Internationalisation” rated nr. 1 for 80% of institutes Strategic plan Internationalisation from the associations of universities and universities of applied sciences A joint plan for higher education! Strategy and vision of ministery of Education Spring 2015: “strategic agenda higher education” Importancy of participation of HE in international context Changing landscape because the world changes Ambition of Europe! More and more mobility of students

Why is internatonalisation important (in figures)?

Mobility Uni / Applied Sc.

Mobility from … 22.032 22.032 22.032 22.032 22.032 22.032

Mobility Dutch students

Mobility to

Importance of internatonalisation (vision of institutes) Number of Dutch students will drop the next years Will foreign students compensate this loss in capacity (less money)? More and more competition (education, facilities) with other countries for the best international students You need to invest more to bind students: good ecucation, good facilities, good intake processes Intake within 24 hours in some countries? In the Netherlands? More institutes get offices abroad Complexity of adminisirative organisation increases What role can Studielink play according to the institutes?

Analysis of present Studielink related tot international stud. Communication, communication, communication in the process of admission is important Can Studielink facilitate this? Wie is aan zet, overzicht van stappen, Studielink is not known in other countries Some foreign student hesitate: what is Studielink…. Is branding of Studielink important? Or? Person tot person communication is important (the so called warm attention….) Communication focused personally, contact with the same officer, good coordination internally ICT has to be supportive, can Studielink offer this? More exchange students in future Complicated paperwork at this moment Studielink does not support exchange students only bachelor/master students

Conclusion role Studielink Need for better support of foreign students in Studielink Development of better functionalities commissioned by institutes Participate in international projects related tot support (reliable) cross border exchange of student data: developments in Europe! Networking, focus on international developments IAAO Groningen Declaration

Present activities Studielink Project IND Collaboration Studielink <-> IND (Immigration and Naturalisation Service) Creating a digital process in obtaining a residence permit for foreign students (non EU/EEA) to enter the Netherlands Studielink acts as a broker between IND and institutes Provides standardisation in exchange of data No great effort of institutes to participate

Project IND To get a residence permit as a student: You need to start a study for more than 90 days The institute is the actor and not the student Institute is responsible! Institute is a “recognised sponsorship” for IND Is “trusted” by IND and is allowed to operate as such Studielink has a convenant with IND for delevering services . human-machine Studielink Uni machine-machine

Europe and digital borders European eGovernment Action plan 2016-2020 Modernise public administration Archieve a digital internal market Better services tot citizens and businesses Cross-border solutions are currently running/developed STORK 2.0: provides a single European electronic Id and Authentication area eIDAS regulation: use of national eID systems in whole Europe e-SENS (Electronic Simple European Networked Services) Use of national services abroad

Abandon digital borders in 2018.. 2019 .. 2020? Goedele from Flanders Wants to study in the Netherlands Goedele STORK 2.0 1 2 Studielink 12 Institute 3 11 4 AHOVOKS 7 NAP 6 NAP 5 DUO 8 9 10 e-SENS NAP: National Access Point AHOVOKS, DUO: Governmental organisations: diplom register

Collaboration with Flanders 2 running projects E-SENS project sponsored by EU Can we deliver digital diplomresult across the border Technical project: aim is to test all infrastructure Investigate the information landscape What information is available Definition of a “Flanders” student What steps have to be made to use the national eID system over our borders

Conclusion on Internationalisation in HE A lot of ambition in the Netherlands In Europe A lot of attention At institutes At Studielink Activities in Studielink with challenges Do we have an architecture that can support all desires of the institutes? Are we ready in 2019 to support cross border functionality?

Groningen Declaration Seeking common ground in best serving professional and academic mobility, by bringing together key stakeholders in the Digital Student Data Ecosystem Citizens world wide should be able to consult and share their authentic educational data with whomever they want, whenever they want, wherever http://www.groningendeclaration.org/
