Advancing Care Information Matthew R. Coffron, MA | Manager of Policy Development

Four Components of MIPS Advancing Care Information (ACI) Formerly EHR Meaningful Use 25% Quality Formerly PQRS 60% Cost Formerly VBM 0% Improvement Activities 15% Quality Payment Program Advancing Care Information

MIPS ACI Component (Advancing Care Information) Modifies the EHR Meaningful Use Program Score derived in two parts Base score = 50 percent Five measures (four for transition objectives) Remains “all or nothing” Performance score = up to an additional 50 percent Only applicable IF base score is achieved Represents performance on selected measures Includes performance on some base score measures Quality Payment Program Advancing Care Information

Who Should Report ACI Measures in 2017? No specific ACI penalty for not participating in 2017, but… To avoid MIPS 4 percent penalty you must report something Report at least one quality measure for one patient Attest to at least one improvement activity Complete the ACI base score requirements Less likely to receive a positive update or additional incentive if you don’t participate in ACI Surgeons with 2014 or 2015 certified electronic heath record technology (CEHRT) may wish to participate, and all can take steps to prepare for 2018 Quality Payment Program Advancing Care Information

How Do Surgeons Participate in 2017? First, know what edition CEHRT you have The EHR’s capabilities determine what you report Check with your vendor or at HealthIT.gov 2014 or 2015 edition CEHRT are both allowed for 2017 Special transition objectives and measures for 2014 edition CEHRT Starting in 2018 you must use 2015 edition CEHRT Choose your reporting period and method Report for either the full year or 90 consecutive days Data submission methods include EHR, QCDR, Web interface, Qualified Registry, and attestation Quality Payment Program Advancing Care Information

The ACI Base Score Base score = 50 percent Remains “all or nothing” Four or five measures depending on CEHRT edition Transition Objectives and Measures e-Prescribing Provide Patient Access Security Risk Analysis Health Information Exchange ACI Objectives and Measures e-Prescribing Provide Patient Access Security Risk Analysis Send Summary of Care Record Summary of Care Measure Quality Payment Program Advancing Care Information

The ACI Performance Score Performance provides up to an additional 50 percent of total ACI Only applicable IF base score is first achieved Based on performance in certain base score measures as well as optional and bonus measures Measures available at qpp.cms.gov Quality Payment Program Advancing Care Information

Bonus Points: Improvement Activities Certain improvement activities (IA) increase ACI score Eighteen of the 93 IAs for 2017 qualify Must attest to completing the activity using CEHRT Receive 10 percent bonus for ACI performance score Must first complete all ACI base score requirements Can only receive one 10 percent bonus Also counts toward IA component requirements Quality Payment Program Advancing Care Information

Bonus Points: Exporting Data to a Registry Export EHR data to a clinical data or public health registry Five percent bonus to ACI score No additional bonus for exporting to multiple registries Be sure to check with your specific registry to see if it qualifies for this bonus Quality Payment Program Advancing Care Information
