Development Process Overview Cartridge Actuated Device (CAD) and Propellant Actuated Device (PAD) development process New designs for CAD/PAD items Improvements to current CAD/PAD designs Second Sources for currently procured CAD/PAD items Approval for use of current CAD/PAD designs in new applications Process covers from concept through release to service CAD/PAD development projects at Naval Surface Warfare Center Indian Head Explosive Ordnance Disposal Technology Division (NSWC IHEODTD) Managed and executed by Technology Development Branch (E24), CAD/PAD Division (E2)

Project Selection Process Team reviews submissions Proposals are reviewed for technical content Ranked and prioritized based on selection criteria, feasibility, and business case analysis results Selection Criteria Safety Obsolescence Performance Improvement Second Sources – ensure long-term availability, cost reduction in procurement Selected efforts begin - pending funding availability

SETR Process Series of formal reviews Systems Engineering Technical Review (SETR) Process Series of formal reviews Bring knowledge and expertise to the design/development process Ensure program success Reviews are part of a well-managed engineering effort Ensure all technical and programmatic requirements are met Include participation by Subject Matter Experts who are independent of the program Provides engineering rigor to the CAD/PAD development process Specific reviews conducted are tailored to the individual project

SETR Process System Requirements Review (SRR) – Ensure all requirements, objectives, and resources are identified at beginning Preliminary Design Review (PDR) – Evaluation of initial design & any proof of concept testing - reasonable expectation of success Critical Design Review (CDR) – Assesses final design and any Design Verification Testing conducted Test Readiness Review (TRR) – Ensure all test plans, procedures, and equipment are adequate to conduct Qualification Testing Production Readiness Review (PRR) – Evaluation of production plans, procedures, and equipment used for qualification (same as for regular production)

Qualification Testing Conducted after changes made and initial design verification testing shows project’s goals are met Component Tests System Tests Typically conducted by government, but can be by industry Qualification test requirements established and considered prior to project initiation Ensures Quality Product Demonstrated to meet appropriate specifications Meets system / platform requirements Improvements successfully resolve identified issues

Service Release Type I Service Release Safety of Handling and Installation Prior to flight of Naval Aircraft by contractor / military test pilots Type II Service Release Interim Service Release-part is qualified (met all technical requirements) Prior to flight of Naval Aircraft by Fleet pilots Procurement to vendor’s part number for Fleet use, by exception, with Program Office (sponsor) approval Process to Introduce New Items to DoD Inventory Existing/improved items released for service in new applications and for use in additional applications 2nd source items released for use in the same applications as current item

Service Release cont’d Type IIIA Service Release Final release to service - fully documented Admission into Naval supply system for procurement Type IIIB Service Release Special release - proprietary source controlled data package Type IV Service Release Use of previously qualified item in new application Any tailored requirements need to be addressed Documentation for Type III Service Release: - Final Hazard Classification - Electrostatic Discharge Analysis - HERO status - Special Packaging Instruction - Demilitarization Plan - Drawings and Specifications - DODIC - Nomenclature - NSN

In-Service RFV & ECO Impacts Technology Development Branch evaluates requests for changes to in-service CAD/PAD items to assess first article test (FAT) and qualification status impacts Request for Variance (RFV) Engineering Change Order (ECO) Submitted by vendor through contracts to E25 In-Service Engineering Branch to the Technology Development Branch RFVs and ECOs may result in a new CAD/PAD development project

Summary Unsolicited vendor submitted proposals considered throughout the year Development projects follow SETR process which provides technical rigor from concept through Qualification and Service Release RFVs and ECOs are assessed for FAT and qualification impacts and may lead to new development efforts

CRADAs Cooperative Research and Development Agreement (CRADA) Agreement with NSWC IHEODTD to perform cooperative and mutually beneficial R&D consistent with NSWC IHEODTD mission NSWC IHEODTD may provide personnel, services, facilities and equipment, but not funds.
