(Example) Expedite Construction & Cost Saving  Saving lives Example: One 6-mile US 301 segment (2-lane rural highway) in northern Tampa. Lane departure safety is identified as one of the top safety priorities by FHWA & FDOT This corridor has an average 11 lane departure crashes per year. Raised pavement marking is considered as the best engineering approach to address this safety issue. However, the traditional 3-year construction process and high estimated construction cost as a stand alone safety project prohibited D7 to pursue the safety improvement.

Innovative Approach: Share Point Site Liaison: Plans Review Process: DISTRICT 7 DESIGN-BUILD PUSH BUTTON Innovative Approach: Share Point Site Liaison: Per this contract, the Design Build team had to assign a part time representative in the Department’s headquarters building (liaison). This person will enable FDOT to reduce the number of plan review submittals as our QA/QC will be continuous. Plans Review Process: With the nature of this contract, quick turn-around from plan reviewers is necessary. The contract time started with NTP for the DB team. D7 Design team took 10 working days or less to review plans and submit comments in the ERC system. The reviewers were also available for meetings with the Design Build team, whenever necessary. Weekly Progress Meeting: FDOT D7 Construction and District Traffic Operations offices proposed this approach to maintain continuous communication with the Design Build team and the various counties involved through weekly progress meetings which will track the design and construction along with discussing issues, if any.

D7 DBPB Task 1 Details: DISTRICT 7 DESIGN-BUILD PUSH BUTTON Let / Start Date : January 19th 2010 Contract Days for Task 1 : 189 Days Completion Date for Task 1: July 31, 2010 Total Cost (Lump Sum): $1,627,82.15 Total Number of Projects: 11 Local Agencies Involved: Counties: Citrus, Hernando, Pasco, Hillsborough and Pinellas; Cities: Tampa, Pinellas Park, St. Petersburg Project Types: Inverted Profile Markings, Signal Improvements, Intersection Improvements, Overhead Warning Signs, ITS Improvements, and Pedestrian Safety Improvements

Future Tasks under current D7 DBPB: DISTRICT 7 DESIGN-BUILD PUSH BUTTON Future Tasks under current D7 DBPB: District 7 Design Build Push Button contract can issue numerous tasks, covering various project types through the life of the contract (2 years in this case) Task 2 - PEDESTRIAN SAFETY IMPROVEMENT (NTP issued): 270 days The task requires the Design Build Push Button team to prepare a set of plans and specifications and construct Pedestrian Crossing High Emphasis Crosswalk Marking Enhancements for up to 249 signalized intersections and 37 mid-block crossing within District Seven. This work is to include but is not limited to installation of ladder style high emphasis crosswalks, pedestrian signals, pedestrian push buttons, curb ramps, sidewalks etc. Task 3 - TRAFFIC OPERATIONS / SAFETY (NTP issued): 150 days The task requires the Design Build Push Button team to prepare a set of plans and specifications and construct concrete medians in the place of existing Qwick Kurb medians in Hillsborough and Pasco Counties at six locations. Task 4 - SIGNAL IMPROVEMENT / OPERATIONS (NTP issued): 270 days The task requires the Design Build Push Button team to prepare a set of plans and specifications and construct traffic signal hanger upgrades in accordance with those plans for up to 144 signalized intersections within District Seven. The work is to include but not limited to installations of traffic signal hanger upgrade, new traffic signal disconnect, new signal cable etc.
