Accountability Shifts the responsibility for the design and implementation of the accountability system to the state level. Specific goals are identified by states but must address proficiency on tests, English language proficiency, and graduation rates. Must address closing the achievement and graduation gaps for federally-defined subgroups. Must include an additional indicator that addresses a metric beyond standardized tests (i.e., school climate, postsecondary readiness, student engagement, etc.). 1111

Standards and Assessment Assessments must be aligned to “challenging” academic standards. States must continue to assess students in English Language Arts and Math in grades 3-8 and in high school. Science must be assessed at least once during grades 3-5, 6-9, and 10-12. Participation rate requirement of 95 percent remains. English language learners must be assessed in English language proficiency. Only 1 percent of special education students can be given alternate assessments. 1212

School Intervention & Improvement The fixed, limited options for aiding low-performing schools under NCLB have ended. Under ESSA, states must define the accountability system. Intervention required for the lowest-performing 5 percent. Schools on the “lists” whatever the “lists” will be called, will be identified by the fall of 2016 States now define the interventions to help low-performing schools as part of their accountability systems. 1313

Educator Evaluation ESSA removes federal oversight of how educators are evaluated. Provides Pennsylvania with flexibility in designing a system without need for a federal waiver. State-level requirements tying educator evaluation to student performance on standardized assessments still remain in Pennsylvania (Act 82). Opportunities for discussions with lawmakers and other stakeholders about modifications to the existing Act 82 of 2012. 1414

ESSA Title I Funding & Modifications States must describe how they will intervene in schools that are "low performing”. Pilot Programs / Other Provisions Pilot programs use Title I funding to develop innovative systems to assess student achievement toward state academic standards. establish a new allocation system parents be consulted

ESSA Teacher Quality & Evaluation with teacher training and evaluations, setting the goals of the program as increasing student achievement, improving teacher and school leader effectiveness, increasing the number of teachers and school leaders who are effective in improving student academic achievement, and providing low-income and minority students greater access to effective teachers and school leaders. (see EdWeek pg 11) National Teacher Training Activities new national initiatives - Teacher and School Leader Incentive Program, a Literacy Education for All, Results for the Nation initiative, an American History and Civics Education program

ESSA Other Provisions English Learners — redefines the goals of the program to increase expectations and standards. Student Support & Academic Enrichment Grants Preschool Development Grants — coordinate existing preschool programs to provide better access to early childhood education for low-income and disadvantaged children with the goal of preparing these children to be ready for kindergarten.

SPP Draft Calling out the Growth of students with disabilities will be added On-track measure – Grades 3 ELA and Grade 7 Math Measures represent the % of students meeting the indicators of success on a locally selected assessment in Grade 3 reading and Grade 7 Mathematics LEAs will determine whether to administer and submit data or default or PSSA data On-track – Attendance Rate This performance measure represents student attendance rate This calculations represents the number of aggregate days of student attendance divided by the aggregate days school was in session for those students.

On track – Closing the Achievement Gap Performance currently includes ELLs, Special Ed, and Low income now will include: Latino, Native Americans, and African Americans College and Career Measure – Industry Standards National Occupational Competency Testing Institute (NOCTI) National Institute for Metalworking Skills (NIMS) and Industry Certifications earned. Senate Bill 880 Update Waiting for Governor Wolf to sign Delays Keystone Exam proficiency requirement until the 2018-2019 school year. Directs PDE to implement alternative methods for students to demonstrate proficiency for graduation in addition to the Keystone Exams, PBA, and other alternative assessments in PA. Code 4.24. Improve and expedite the evaluation of PBAs. Ensure that no student is prohibited from participation in Vo-Tech [CTC] education or elective courses or programs as a result of supplemental instruction

PDE Reports February 2nd – PDE will submit names to USDoE for Green Ribbon Schools Intent is to inspire schools, districts and higher ed – to reduce environmental impacts, improve health practices, green practices, STEM and Civil Practices. Committee established to review the Driver’s Ed PDE is changing the participation rate In the past – PDE used the following manner – if 100 booklets were turned in and 98 of those booklets had student answers – than 98% of the students participated. PDE was sighted 3 years in a row for not counting all students. PDE is now using PIMS

New Policy at PDE Received a call from a district –have students who have IEPs. They administer Algebra 1A for one year and Algebra 1 B the second year. They asked if it would be possible for students to take Module 1 of the Keystone at the end of year 1 and Module 2 at the end of year 2. It is an approved accommodation, but it must be in the IEP as an accommodation. This will be in the accommodations handbook – it can for any of the Keystones. Still looking into a one year course Waiting for it to be in writing

Chapter 339 Pennsylvania requires all school districts to have a K-12 School Counseling Plan as part of Chapter 339. Groups of districts should work together to coordinate an effective professional development program to plan and create K-12 School Counseling Plans. PDE-funded consultants are available to groups of school districts in PA on a limited basis.
