Community Policing Division Implement Three District Policing – Next 90-120 days District 1 – Beaches/Island District 2 – The City of Palm Coast District 3 – West side/Ranches/Farms/Daytona North We are going to move from what is termed as a traditional model of policing to a guardian model. The transition to guardianship style policing will be slow and require a change in the culture of the organization. We seek to be trusted community partners working collaboratively with members of our community to make neighborhoods stronger and safer. We will need to work together with neighborhood residents to identify problems and then collaborate with one another to formulate workable solutions that in the end will produce meaningful results. We need to do this together in order to make our community safer - law enforcement can not do it alone.

Population Trends & Law Enforcement Calls for Service The Bureau of Economic and Business Research projects the population of Flagler County will increase to more than 120,000 by 2020. Presently, the majority of calls that the Sheriff’s Office responds to are within the city of Palm Coast. We feel it is safe to say that as our population rises, demands placed on all facets of the Sheriff’s operations will also rise. In order to better meet those challenges, we will need to conduct a manpower allocation study and future needs assessment. This will allow us to complete a multi-year strategic plan which will serve a roadmap as we move forward. The plan will help to ensure that our plans can be implemented in a fiscally responsible manner.

911 Communications Center The Flagler County Sheriff’s Office Communications Center is located in the county’s Emergency Operations Center and is staffed 24-hours a day, each day of the year by a team of civilian Sheriff’s Office Communication Specialists. These dedicated individuals handle all 911 emergency calls, non-emergency calls and all radio traffic for the counties three (3) law enforcement agencies, and four (4) fire and EMS agencies. In 2016 the twenty-one (21) Communications Specialists and Supervisors handled at total of 185,539 contacts comprised of 911 and non-emergency phone calls, dispatched calls for law enforcement service countywide, officer initiated calls and calls for fire and EMS services countywide.  In addition to these duties, our Communications Specialists process all information requests from law enforcement officers concerning vehicle registrations, driver’s license and warrant queries, and entries of stolen property and missing persons into the FCIC/NCIC systems.

Court & Detention Services The Court and Detention Services Division is responsible for processing of all adult and juvenile offenders arrested and is responsible for detention services and manages the care, custody and control of inmates incarcerated at the county jail. The mission of the fifty-nine (59) civilian and sworn detention deputies and Supervisors is to provide a secure facility that ensures the safety of the public, provides a safe working climate for employees, and offers humane and safe living conditions for inmates. The Offender Rehabilitation and Inmate Services Section oversees all inmate medical and mental health services, food services, and laundry. The Court Security Unit is comprised of both sworn law enforcement and detention services deputies at the County Court House. These personnel are responsible for prisoner transport of inmates scheduled for appearance in court. The Unit is charged with ensuring these facilities are secure and able to conduct court-related functions for the 7th Judicial Circuit of Florida.

Per Capita Cost of Law Enforcement Services by Jurisdiction The chart to the left shows the cost per capita for law enforcement services to residents in the cities of Bunnell and Flagler Beach and in cites with current contracts with their respective county's Sheriff’s Office. In some cases the per capita costs for law enforcement services do not include costs associated inmate housing as that function is administered separately and is not a function of the Sheriff’s Office as it is in Flagler County with the Detention Facility
