Sun City Lift Station Odor Control Improvements Joe Mouawad, P.E. April 28, 2016

Background The Sun City Lift Station (SCLS) conveys sewage collected from the communities of Sun City and Menifee to the Perris Valley Regional Water Reclamation Facility. Residents adjacent to the SCLS site expressed concerns regarding nuisance odors originating from the site. The District strives to be responsive to the concerns of the community and recommends upgrading the existing wet well foul air treatment system currently onsite. SUN CITY LIFT STATION

Interim Odor Control Measure Staff implemented an interim foul air control measure as a temporary immediate response. The existing foul air treatment system, a Biocube® operating at 900-cfm, was augmented with a rental Activated Carbon Filter (ACF). EXISTING BIOCUBE® ACF RENTAL UNIT

Odor Control System Upgrade Staff retained Black & Veatch (B&V) to perform an assessment and to identify alternatives. B&V recommended upgrading the foul air treatment system by installing a 6000-cfm biotrickling filter (BTF) in series with an ACF. B&V completed the design of the proposed upgrade and the project was advertised on February 1, 2016. BTF UNIT ACF UNIT SUN CITY LIFT STATION

Additional Site Improvements Installation of new pumps. Replace aged and worn discharge piping and supports in the wet well. Replace check valves. Repair damaged concrete and liner evident in the wet well. Replace the existing wet well cover with a new cover with seals. TEMPORARY REPAIR TO DAMAGED PIPE TEMPORARY COVER TEMPORARY SEALANT

Summary of Bid Results Apparent low bidder was Schuler Constructors, Inc., City of Corona, California. Bid in the amount of $2,543,120. Engineer’s Estimate was $3,189,000. The low bid was 20-percent less than Engineer’s estimate. Schuler Constructors, Inc. has successfully completed similar work for the District.

Engineering Support Services Staff negotiated a scope of work with B&V to perform Engineering Services During Construction (ESDC) including: Preparation of conformed Bid Documents Shop drawings and submittal review Responses to RFIs Testing and startup support Permitting assistance Development of Electronic Maintenance Manual (EOM) Preparation of Record Drawings Staff recommends awarding the ESDC contract to B&V based on their success with completing the final design and their demonstrated knowledge of this project.

Project Schedule Board Approval May 18, 2016 Notice to Proceed June 2016 Contract Duration 270 Calendar Days Substantial Project Completion March 2017

Recommendations Staff requests the Board approve and authorize the following: Execution by the General Manager of the District's standard form of contract with the lowest responsive bidder, Schuler Constructors, Inc., in the amount of $2,543,120; Rejection of all other bids received under Specification No. 1275S, except the second lowest responsible bid; Execution by the General Manager of the District's standard form of contract with Black and Veatch for engineering support during construction, in the amount of $186,970; Administrative Award and Execution by the General Manager of the District’s standard form of contracts with the necessary consultants and suppliers for implementation of Sun City Lift Station Odor Control Improvements; and Additional appropriation of $3,236,000, which brings the total estimated project cost to $3,491,800.
