Federal Programs – FMCSA What’s New & What’s Coming August 8, 2016 Traffic Records Forum This is an overview presentation for the CVSA and FMCSA Information System Users Workshop, held April 6-7, 2014.

Updated Data Quality Website

SSDQ Results (as of July 22, 2016) SSDQ Results updated monthly and available online Map changes monthly and is a barometer for national data quality This map of green, yellow and red States shows how the SSDQ results are displayed online. Green States have a Good rating, yellow States a Fair rating, and red States have a Poor rating. The results are updated monthly. There is a consistent trend towards better data over time. As new measures are introduced or existing ones tightened, the map might have more States with fair and poor ratings. So the map provides a barometer for how the nation is doing in terms of data quality performance.

DataQs DataQs continue to support States, carriers, and drivers in improving data quality, and ultimately safety. Initially a system that tracks Requests for Data Review (RDRs), DataQs has evolved to be more intuitive for stakeholders and points States to policies and good practices for responding to RDRs.

DataQs What’s Next CMV Crash Preventability Demonstration Program Proposed in Federal Register Notice (Docket FMCSA-2014-0177 closes Sep 12, 2016) 2 year program to allow motor carriers and drivers to request a review on crashes that were non-preventable. Crashes limited to: Where another driver was convicted of DUI, driving the wrong direction, or striking the CMV from behind/while stopped. Single-vehicle crashes involving animal strikes, infrastructure failure or involving a suicide.

Training and Technical Assistance FMCSA provides training to State law enforcement agencies collecting data and technical assistance to State organizations that send data to FMCSA. Training in two key areas of the reporting process that can affect data quality: CMV Crash Form Completion training – Many errors occur when collecting data at the scene of a crash. A crash form that includes FMCSA collection fields and training for completing that form helps reduce errors. SAFETYNET training – SAFETYNET is the only way crashes and inspections get uploaded to MCMIS. Knowing how to use SAFETYNET properly can reduce errors in data. Technical Assistance: Reports and tools are available online: State Data Analysis Reports – Analysis reports give background detail and possible explanations for an SSDQ measure’s result. FARS/MCMIS Matching Tool – Helps identify missing fatal crashes. Direct assistance is available to each State: Data Quality Specialists (formally called Technical Analysts) are your “go-to” people; each State is assigned a dedicated Data Quality Specialist. He or she monitors your SSDQ results, alerts you of a decline, helps you understand why your State may be struggling, and knows which FMCSA improvement resources might help. Grants – SaDIP Safety Data Improvement Program (SaDIP) is available to States, the District of Columbia, and territories to help States with the completeness, timeliness and accuracy of the crash and inspection data reported to FMCSA. $3,000,000 per year in grants Typically, 9–15 grants awarded per year 107 SaDIP grants awarded to 36 States since the program began in 2006
