How does consultation and consensus occur?

How does consultation and consensus occur? Bilaterally-governed “system” (confederation) 17-member Board of Governors (B.O.G.) & locally-elected Boards of Trustees B.O.G. sets policy & guidance for 72 districts and 114 colleges Chancellor, through consultation process, recommends to B.O.G. Locally-elected Boards responsive to local community needs & college oversight

Consultation 1988: B.O.G. adopts formal process of consultation Council of institutional & organizational representatives (18 currently) Assist in development & recommendation of policy to chancellor and B.O.G.

B.O.G. Positions on Legislation Chancellor formulates bill positions based on B.O.G.’s legislative principles Chancellor’s Office prepares analysis & seeks advice of Consultation Council before taking a formal position on a new bill or legislative concept Local boards & CEOs deliberate & take positions on recommendations developed in consultation or before B.O.G. B.O.G. recognizes Academic Senate & primarily relies on them for academic & professional matters B.O.G. recognizes Student Senate as representative of students
