Project Business Case & Stakeholders Data indicates a decrease in DUI arrest and an increase in DUI collisions Changes in law include: Search Warrant for Blood Legalization of Marijuana Blood tests eclipse breath tests Officer feedback regarding the administrative complexity and increased time Stakeholders feedback related to quality and process Over the past decade the process of locating, arresting and documenting a DUI arrest has become increasingly complex and arduous for the officer, courts, DOL and many other stakeholders. Many of the deficiencies can be attributed to the use of a predominantly paper system. The operation involves excessive processing times that can largely be attributed to duplicative data entry and administrative routing requirements. In addition, incorrect and/or incomplete information continues to jeopardize prosecution, license suspension, cost recovery and at its worst public trust. The next slide exemplifies the complexity of a DUI arrest.

Business Objectives & Outcomes Create a Lean electronic process integrated with SECTOR that: Eliminates duplicate entry of information (Time) Validates required information prior to advancing in the process (Quality) Auto routes information (Process) Provides data retrieval for reporting (Data Driven Decisions) The WSP Field Operation Bureau has applied for and been granted a $640,000 grant from the WTSC. The grant has been approved and will fund an IT project manager and two programmers. The expectations are that the team/vendor will be hired and in place by the time of funding (October of 2016). They will have one year to complete the work and an additional year of maintenance as part of their contract.

Execution Overview Initiation & Planning Solution Concept of Operation Customization & Configuration Business Integration Acceptance & Implementation Ongoing Support & Maintenance This phase includes various management plans, a roles and responsibility matrix, a detailed project schedule, a deliverable list and timing, an issue/decisions log and a risk identification list. This phase will consist primarily of Discovery and Design activities and deliverables such as project management planning and the development of concept of operation, SECTOR Integration, and interface solution specifications. This phase enables the optimization of the eDUI solution to the specific needs of the WSP. It will consist of a solution configuration plan and three application demonstrations. This phase provides organizational readiness through a multi-platform approach. Specific deliverables will provide a business concept of operations, user documentation, a knowledge transfer plan, training needs assessment and strategy and training survey results. This phase will be comprised of testing and go-live activities and deliverables including the system integration test plan and reports, the UAT plan and reports, the implementation plan, the As-Built documentation and the project closeout report. Sierra-Cedar keeps a dedicated team of Justice and Public Safety consultants and personnel to provide top level maintenance and support, tailored to the unique nature of each client’s operational environment.

Requirements & Design Approach Job Shadowing SCI’s Business Analyst and Solution Architect will participate in Ride-alongs to observe the DUI process in the field. The primary objective of these Ride-alongs is to contextualize the as-is business process. Requirements Workshops SCI will facilitate a series of business and technical workshops to confirm WSP’s requirements and generate the Requirements Traceability Matrix (RTM). This matrix will be used to track the requirements throughout the project. Design Workshops SCI will facilitate a series of design workshops to elaborate the solution design with input from WSP. Our design approach is predominately iterative with opportunities for feedback from the business throughout the process.

Concept of Operations (Design Specification) Workflows SCI will document the current state workflows and future state workflows to be supported with the new eDUI solution. Use Cases SCI will document the requirements in the form of Use Cases that show the roles, activities and system interactions for the components of the solution. Design Specifications SCI will produce comprehensive documentation that includes the user interface designs, screen behaviors, business rules, interface specifications and report designs. There will also be a Solution Architecture Document that outlines the technical solution.

Technical Architecture & Development Artifacts SCI will produce a Solution Architecture Document (SAD) and Interface Specification that will describe: How the eDUI solution will work within the existing SECTOR framework Development approach (iterations, releases and system testing) Development and testing tools Interfaces Group A Forms Single Test Exchange Group B Forms Reports Back Office document search DUI Statistical Report Group A Exchanges Group C Forms Group A / B Forms finalization Reports finalization Group A / B / C Data Exchanges Iteration 1 Iteration 2 Iteration 3

Solution Demos Interactive Design SCI will create a web site to deploy the eDUI design before development begins. The design web site will be made available to project members to access and review. Development Demos Throughout the development cycle, after each iteration, SCI will schedule a formal demonstration of the eDUI solution. Not sure this slide is necessary. Sierra-Cedar, Inc.

Testing Integration Testing SCI will develop and execute test cases to verify that eDUI works seamlessly within the SECTOR framework. System Testing SCI will develop & execute test cases to ensure that the eDUI solution meets the functional requirements defined in the Requirement Traceability Matrix. User Acceptance Testing (UAT) Finally, WSP will develop & execute test cases (based on typical scenarios) to verify that the solution meets your requirements. Unit testing: Unit testing is focused on testing components of the solution and ensuring each component functions as expected.  Unit testing is performed by the development team responsible for the configured system and will be completed by each vendor contributing to the overall solution. Integration testing is used to confirm functionality of the solution once components are combined and stable.  Integration testing is completed by the test team and requires coordination across vendor systems.  For example, testing an exchange will include triggering the exchange from the sending system and confirming the data is available in the consuming system as expected. User Acceptance testing is used as the final confirmation that the system will function as required from the end user’s point of view.  The test cases used during User Acceptance Testing are based on actual business cases and are executed by the end users that will use the system as part of their day-to-day activities.  For example, a test case defined by Shelby County end users could be to complete a booking for an individual arrested on a warrant issued by the court for an existing court case.

Training Artifacts Training Needs Assessment Training Strategy Identifies user groups requiring training and the components of the solution they require training on. Provides high level time estimates for training delivery. Forms the basis of the security matrix. Training Strategy Provides details about how the training will be delivered including; Training Objectives Training Schedule Delivery Method Training Evaluation Tool Training Survey Results Provides the results of the training evaluation completed by training participants.
