Overview of presentation An introduction to IFATCA IFATCA's involvement in the ICAO CNS/ATM concept A snapshot of the CNS/ATM system today Turning theory into practice The road to CNS/ATM from here

IFATCA

IFATCA's involvement in the ICAO CNS/ATM concept FANS ADSP RGCSP CASITAF ALLPIRG GREPECAS APIRG APANPIRG ISPACG TRAINAIR Flight Safety and Human Factors Study Group Global Symposium (Auckland, NZ, 1996)

A snapshot of the CNS/ATM system today Limited view of whole situation Dependent on where lens is pointed But: may provide good impression if seen in the right context!

AW&ST: FAA says GPS not the only means of navigation. GLONASS (Russia) GPS (USA) AW&ST: FAA says GPS not the only means of navigation.

Surveillance Automatic Dependent Surveillance (ADS) ADS IS NOT RADAR!

Communication (1) Controller/Pilot Data Link Communications (CPDLC) Auckland Oceanic Control Centre (NZ) Interim system FANS 1/A Future: Aeronautical Telecommunications Network

Communication (2) Advice: Do not develop, test and train at the same time! Cater for the requirements of the operators! IFATCAPolicy: "FANS-1/A CPDLC has limitations. These shortcomings must preclude further proliferation of this technology, into states of the world where it is not currently deployed. (…)"

Air Traffic Management Still to be developed Uncertainties about equipment and procedures ICAO SARPs not yet available Introduction in parallel with operation of existing system Increasing traffic-levels

Turning theory into practice Working Papers from Secretariat (ICAO) IFATCA Vision Document  Principles of human centred design  Adequate training of operators

The road to CNS/ATM from here NOW START It requires COMMITMENT!

Conclusion To realise the advances will require co-operation: consultation with the end users with other system users with the system itself
