Linking information for better lives in Connecticut P20 WIN Linking information for better lives in Connecticut

What is P20 WIN? Connecticut’s inter-agency data sharing network A voluntary collaboration Able to link data between Connecticut’s education and workforce agencies For the purpose of improving publically funded education programs Education programs include preschool through high school, post-secondary, adult education and workforce training.

P20 WIN is NOT Not a data collection Not a database or data warehouse

Purpose: Improve education P20 WIN will inform sound educational policies and effective program practices through secure sharing of critical longitudinal data across state agencies to ensure that individuals successfully navigate educational pathways into the workforce.

Data Security & Privacy Procedures satisfy state and federal law including the Family Education Rights and Privacy Act (FERPA). No centralized repository of linked data. Data are used only for approved data requests. No identifying information in data set for analysis. Names, birth dates and SSN’s are NOT available to the analyst. Only designated Authorized Representatives can conduct analysis. All data must be aggregated before made public. All data are destroyed when evaluation is complete.

Data Requestor / Authorized Representative An individual or agency that conducts an evaluation of publically funded education programs Request is for individual level data from more than one Participating Agency for analysis Has research skills and can secure data according to data sharing agreement 2. Data Consumer: Someone who uses data sets produced through P20 WIN that are publically available

Challenges & Strengths Not for research in general. Data requests must be for the improvement of publically funded education programs Use of data requires understanding methodology and context No repository of linked data No funding or dedicated staff Strengths: Provides ability to securely link unit record data between Participating Agencies. Legal framework and data agreement templates to speed up documentation process Vision is to improve education programs and student outcomes for CT students of all ages.

To what degree are liberal arts graduates able to find employment in our region?
