"Right Image, Right Place, Right Time" Combat Camera The mission of COMCAM forces is to provide the Office of the Secretary of Defense (OSD), Chairman of the Joint Chiefs of Staff (CJCS), the military departments, combatant commands, and JTFs with a directed imagery capability in support of operational and planning requirements through the full range of military operations. Combat Camera Forces are an Operational Asset designed to assist in shaping the information landscape. COMCAM forces are an Operational Asset designed to assist in shaping the information landscape. Combat Camera is a low density, high demand force enabler composed of highly trained VI professionals prepared to deploy to the most austere operational environments at a moments notice. Seasoned in the art of acquiring and using still and motion imagery, COMCAM forces provide the Secretary of Defense, Joint Chiefs of Staff, Combatant Commands, Joint Task Forces and Services a directed imagery capability to support operational planning, public affairs, information warfare, mission assessment legal and myriad other requirements during crises, contingencies and exercises around the globe. COMCAM forces, in addition to receiving specialized MOS/NEC/AFSC training, also receive combat, weapons, aircraft safety and other special task training to prepare them for deployment and insertion into hostile and remote areas, ready to embed and operate with front-line and special operations forces. One is of the local forces responding and providing the relief and assistance, the other is of US personnel providing that relief and assistance. The first example reinforces and affirms host nation capabilities and therefore can provide much needed sense of confidence and stability in the face of disaster. The second example, while it may serve to demonstrate US capabilities and commitment to home and international audiences, may actually undermine the perceived capability of local forces in the eyes of their own country. It is imperative to know the audience(s) and the message you are intending to send. "Right Image, Right Place, Right Time" COMCAM Integration Determine Requirement Prioritize What capability is most important? What images are most important? Execute How will you get the team to the right place at the right time? COMCAM Coordinators are essential to the process of COMCAM integration. They are responsible to stay current on the needs of all of the elements within the CCMD Staff with respect to Imagery support. They do this be participating in Battle Rhythm events (Boards, Bureaus, Centers and Cells) and understanding what all of the other IRC’s are planning/ trying to achieve. THE CCMD COMCAM Coordinator will collect the imagery needs and develop a list of requirements. This list will get prioritized based on the Commander’s Objectives, planning guidance, and guidance from the J39. Once the prioritized list is approved by the J39, the CCMD COMCAM Coordinator will facilitate the execution process. Each Command is unique and has a different process. The COMCAM Coordinator will need to understand that process and execute according to it. An example follows: The prioritized list may require imagery of local Govt’ projects such as school openings and repair of essential services, next priority is local security forces conducting checkpoint operations, the next priority is Coalition and local Security Forces working together. The CCMD COMCAM Coordinator will use the daily tasking order process (at this command, may be a FRAGO at another or something different all together) to have COMCAM Teams sent under Operational Control of a Unit that has the best chance of getting the team to the right place at the right time. For example: 3rd BCT, 1st Cavalry Division is conducting security for a school opening in their area of operations. The HQ’s issues the order for the COMCAM team to fall under the operational control of that unit for a duration of time which gives them the opportunity to capture the imagery. The COMCAM Coordinator will work efficiently to get multiple imagery from single units across the battlespace and must ensure that the COMCAM team understands the type of imagery they are required to get. "Right Image, Right Place, Right Time" Combat Camera TASKING COMBAT CAMERA COMCAM forces, until placed under the operational or tactical control of deployed forces, belong to their particular Service. COCOMs should use the GFM tool to request COMCAM to the AOR. Once in theater, it’s up to the J3/J39, to whom COMCAM is assigned, to integrate COMCAM into operations. Support aspect – transportation, resupply, bandwidth and transmission capability, office space, berthing, and access to internet all need to be included. The RFF needs to be specific, ie: What capability is needed? What equipment do they need? Security clearance level? The point being it’s much more than just saying you need COMCAM. When requesting COMCAM, you have to be specific with the requirements… what capability is needed (divers for underwater imagery or aircrew for aerials?), what equipment do they need?
