STRUCTURE OF THE PRESENTATION Project Background Cambodia’s Fulfillment of the Selection Criteria Proposed Organizational Structure for Project Implementation Climate Change Related Activities in Cambodia

I. Project Background UCCEE selected Cambodia as a candidate for participating in the CDCDM programme in late September 2003. Cambodia fully met the selection criteria. On 7 October 2002 UCCEE sent an official invitation to the Ministry of Environment (MoE) to participate in the programme. After a series of consultations with concerned officials and departments, on 11 October 2002, MoE sent UCCEE an official letter of expression of interest in joining the programme. Two AIT staff, Prof. Bhattacharya and Dr. Kumar, conducted the first visit to Cambodia from 21-23 October 2002 to discuss the programme with MoE and other concerned agencies and to recommend on Cambodia participation in the programme.

I. Project Background (cont.) Cambodia requested to extend Phase 1 until the end of March 2003 for preparing the country workplan, which was subsequently approved by UCCEE. MoE signed the consultancy contract with UCCEE in mid November 2003. Preparation of the first draft workplan for 2003-2005 started recently. The draft workplan will be presented and discussed in a national workshop to be held in March 2003. The workplan will focus on the following key areas: CDM information campaign and awareness raising CDM-related capacity development for policy makers Establishment and capacity building of CDM National Authority Capacity development for public and private sector players, and Creation of a pipeline of CDM-eligible projects.

II. Cambodia’s Fulfillment of the Selection Criteria Ratification of the UNFCCC Entry into force of UNFCCC: 17 March 1996 Signature/ratification of the KP Date of accession: 22 August 2002 Status of the Nat. Communication Completed and submitted to the CoP-8 Existence of a focal agency for the UNFCCC and KP MoE is the Nat. Focal Point for the UNFCCC and the KP Existence of a national policy to promote RE & EE RE & EE are of high priority for the government (>85% of the total national energy supply is from RE). A draft Renewable Energy Action Plan is under preparation Small & medium sized poor countries Cambodia is a relatively small LDC On-going activities on the CDM or AIJ None

II. Cambodia’s Fulfillment of the Selection Criteria (cont.) FDI framework The government is conscious on the need to attract FDI to assist in poverty reduction Emission reduction potential Three key sectors: Energy and Transport, Forestry, and Agriculture with max GHG reduction potential of about 720,000 Gg Existing institutional capacity MoE is responsible for climate change related activities in the country. Effort to establish an inter-agency body responsible for climate change policies is underway Existing analytical capacity There is a team of local "experts" in climate change, who represent various concerned government ministries/agencies Political stability Yes. It is the first time since 1970 that Cambodia enjoys full peace and stability throughout the country
