7 County Infrastructure Coalition Public Forum WELCOME 7 County Infrastructure Coalition Public Forum

Question 1 What are the pros and cons of Grand County joining the Seven County Infrastructure Coalition (7CIC)? Please provide specific benefits and drawbacks for Grand County if it joins.

Question 2 What specific projects might be undertaken through the Coalition and how could Coalition projects benefit Grand County? What is meant by ‘infrastructure’?

Question 2 What specific projects might be undertaken through the Coalition and how could Coalition projects benefit Grand County? b. What projects will be undertaken that would be different from what can be done without the Coalition?

Question 2 What specific projects might be undertaken through the Coalition and how could Coalition projects benefit Grand County? c. Could the County sign on to individual projects that it may deem beneficial as they are proposed and assume all associated risks and benefits, without joining the coalition?

Question 2 What specific projects might be undertaken through the Coalition and how could Coalition projects benefit Grand County? d. If the County chooses not to sign on (via supplemental contract) to a project that crosses multiple counties, how are the proceeds (profits) divided? If the county doesn’t sign on does it mean it is cut out of any profits even if the project crosses through its boundaries?

Question 3 What authorities does the Coalition possess? Why is a “governmental entity” needed to accomplish the stated Coalition goals?

Question 3 What authorities does the Coalition possess? b. The Coalition creating document seems to be vague or contradictory as to the extent of the authority it has. Is it all of the authority granted by the Interlocal Cooperation Act or is it limited by the provisions of the agreement?

Question 3 What authorities does the Coalition possess? c. Why does the Coalition have (or need) the right of Eminent Domain? Please explain how that might be utilized (i.e., could the Coalition take property in a county that is not signed on to a project?)

Question 4 What power does Grand County have with respect to undesirable projects in its boundaries? Does the Coalition have the power to override the legislative body of an individual county in a multi-county project? What protection or recourse does a county have to keep an undesirable project out of its boundaries? (This also speaks to “veto power”. When does the County have it and when does it not?)

Question 4 What power does Grand County have with respect to undesirable projects in its boundaries? b. Can the County Attorney attest that there is sufficient information and specificity in the document to understand fully what the County would be agreeing to and what some potential consequences might be?

Question 5 What funding will be available to the Coalition and what are the liabilities? a. How will CIB funding (for Grand County) be affected if Grand County does not join the Coalition? Will CIB funding be withheld as rumors and hearsay have indicated?

Question 5 What funding will be available to the Coalition and what are the liabilities? b. The Coalition has (according to official reports) been given (suspended) grants of $5 million and $50 million upon submission of applications. How is it possible to have grant monies awarded without submitting specific projects? How much “seed” money was pledged and where did it come from?

Question 5 What funding will be available to the Coalition and what are the liabilities? c. Other than CIB, what other funding sources have been identified or are anticipated?

Question 5 What funding will be available to the Coalition and what are the liabilities? d. If a project the Coalition undertakes does not produce the desired profits but falls into financial default (think UTOPIA), will the members be liable for financial shortfalls and debts?

Question 6 Please explain the governance structure of the Coalition. Please provide specific, definitive information regarding the steps a county needs to take to end membership in the Coalition. Will that county be removed from the Coalition boundary maps?
