Agenda Item 6 Supports collaboration with the University of Nevada Reno – evaluation of advanced water treatment technologies demonstration.

Purpose of UNR work New state regulations include “exceptional quality reclaimed water” For groundwater augmentation Quality achieved through a series of advanced water treatment and natural purification processes Evaluation of advanced water treatment technologies is cornerstone of regional feasibility study

Regional Feasibility Study Objective Determine if “exceptional quality reclaimed water” offers beneficial water management opportunities for this community Developed through a 5-year feasibility study Study will help the Truckee Meadows plan and implement water reclamation projects Regional partners are initiating the study RICK

Truckee Meadows Regional Water Reclamation Reno, Sparks and Washoe County each operate water reclamation systems Decades of experience producing high quality reclaimed water for landscaping and industrial uses 15-million gallons delivered per day during summer Provides 10 % of total regional water supply Offers significant environmental benefits “water reuse”, “reclaimed water”, “water recycling” – all describe using high quality wastewater effluent for community benefits

Nevada Water Regulations New regulations being proposed to permit use of “exceptional quality reclaimed water” for groundwater augmentation Category A [presently most stringent] Quality achieved through filtration and disinfection Safe for irrigating parks, ballfields, and agriculture; manufacturing water Category A+, or Exceptional Quality [being developed] Quality achieved through advanced water treatment and natural purification processes Potential uses include groundwater augmentation or high tech manufacturing applications

Where would Exceptional Quality Reclaimed Water Be Used? Groundwater augmentation, drinking water, recreation or environmental uses Storing and securing a drought proof water supply for the future Diversify the region’s water supply portfolio while reducing reliance on the Truckee River Governor’s Drought Forum recommended advanced reclaimed water treatment investigations

Advanced Water Treatment Expert Panel Garringer Salveson Tchobanoglous Mosher Crook Hultquist Millan Experts helping guide and critique our regional work Organized by National Water Research Institute, Jeff Mosher Chaired by George Tchobanoglous, UC Davis Project kick off workshop held in May 2016 Assisting NDEP develop Nevada’s proposed regulations Chaired by George Tchobanoglous, UC Davis Fred Garringer and Andy Salveson – water treatment technology experts James Crook and Bob Hultquist – regulatory expects Mark Millan – Water Policy/Public Engagement Expert

Expert Panel Assessment Overall approach is sound Regional effort Proposed regulations are protective of public health Conducting feasibility study is a best practice Affirm need for a field scale demonstration project UNR involvement is strongly endorsed Research is conducted independently Peer-reviewed results Access to diverse experts within the University system Leverage additional research funding and grants Builds local expertise

Exceptional Quality Reclaimed Water Field Demonstration Project (2017-2020)

UNR Collaboration Krishna Pagilla, PhD Internationally recognized water treatment expert Vast research experience Building UNR’s local water research capacity 2 fully dedicated PhD candidates: Vijay Sundaram Laura Haak Supported by BS and MS students Laboratory and QA/QC Director Access to University and State resources Medical School, Public Health, Business School, DRI, etc.

Advanced Water Treatment Technologies Demonstration UNR Scope of Work Advanced Water Treatment Technologies Demonstration 3-½ year study Develop project rationale and justification report Establish field-scale demonstration project Develop basis of design Select the advanced water treatment processes Establish operating strategies Perform monitoring Laboratory testing Prepare and publish final report $676,475 contract Not-to-exceed $155,699 in FY16/17

Timeline

Funding Plan Feasibility Phase: $5 million total Regional Agency Effort Grant and Research funding being pursued $550,000 already secured for treatment pilot testing Water Environment and Reuse Foundation Stantec Consulting - Reno Office American Water $40,000 NDEP grant for Bedell Flat investigation UNR will pursue additional research funding Regional Team pursuing additional funding opportunities
