Holdenville Office The Oklahoma Employment Security Commission (OESC) one of our core partners make a decision to close five of their offices. Sand Springs, Claremore, Stilwell, Sallisaw and Holdenville. We had less than two months notice. Contacted the Department of Human Services and secured space at their offices in Holdenville with no rental cost. (thank you Linda Cavitt) Dynamic Workforce staff is now housed there and services are available for Hughes County. Projected savings $15.00 a month because of telecommunications cost

Monitoring The Oklahoma Office of Workforce Development completed their annual review in October and promised an initial report in 30 days. Have not received any report as of this date. Our annual audit by an outside firm started on Monday December 12. Nothing of significance during the writing of this report. Hope to have exit interview prior to the actual meetings and will present an oral update. Have retained Total Compliance to conduct a Human Resource Audit. Scheduled to start on December 20th. Again I will present an oral update at the meetings.

Self-Assessment and SWOT Analysis Planning under the Workforce Innovation and Opportunity Act (WIOA) requires the use of a self-assessment and strength, weakness, opportunity and threats analysis. Must include not only board members, but also our core and required partners. Session was held on November 12th facilitated by Ricki Kozumplik. We had 30 participants which included several board members, as well as Chief Elected Officials. Erin Risley-Baird and Jeane Burrus of OOWD observed the process.

SWOT cont’d The assessment and SWOT analysis are included in the packet material for this meeting posted on the web site. After reviewing the many required components of the plan we started on the steps to create a plan. The group reviewed key demographics and labor market information about our area.

SWOT cont’d These included: Population Breakdown and expected growth in our region; Unemployment rates by county and how that might impact future growth; Educational attainment levels broken down by area, race and gender; A deep look at working individuals and how the working rate of race compares to percentage of the population in general; A review of the Educational Assets in our region which showed that there 615 different programs offered, with 20,842 individuals completing them but 27,655 jobs available within those training programs;

SWOT cont’d Breakdown of key industries sectors and occupational growth potential in our area; Key industries included; Health Care, Transportation and Distribution, Manufacturing, Energy, Aerospace/Defense, Computer Science/IT and Construction.

Weaknesses Not true business approach (curricula not aligned to business needs) Job matching (skills of job seekers to needs of employers could be improved) not as good as could be Partners have different policies and regulations that are not aligned Agencies’ transitions Mindset (we have done things one way for a long time so not want to change) Don ‘t truly know what each agency does State’s approach does not always reflect community needs

Potential Workforce Issues Lack of transportation to educational assets and lack of internet connectivity to access on-line training Lack of on-line training options Need to develop a more skilled workforce No outreach for underserved populations Insufficient career education at a younger age Lack of technology training for incumbent workers Shortage of skilled trades labor pool Not enough shared communication between education, industry and workforce development agencies

Youth Strategic Planning Session held on November 15th at Gordon Cooper Technology Center There were 47 participants Facilitated by Patricia Garrett Established 9 Focus Area the Youth Council will work on by setting goals, objectives and actions for each area.

Staff Happenings Bi-Weekly Meetings to share information and status on projects Have a training session scheduled for January 13th on mitigating potential violence in the workplace. If appropriate will make available to DWFS staff at a later date. Staff will attend a session by Nate Regier sponsored by local SHRM chapter. Staff reading a book on conflict without casualties and will have a group discussion at a regular staff meeting in February Have posted a job opening for a business services consultant to be stationed in the Shawnee area to increase outreach to the business communities in the eastern counties. Starting additional Sector Strategy Work next month in order to provide information for our plan that will be required next year.

Staff Vicki Murray is doing a good job on managing the web site We installed another phone system (recovered from an earlier office closure). Much more robust system and has an automated attendant to provide information to individuals who are looking for services connected to the workforce system.
