Treaties of Velasco A. In exchange for his life, Santa Anna agreed to order Mexican troops to leave Texas. B. In Velasco, the temporary capital of Texas, Santa Anna and David G. Burnet signed the two Treaties of Velasco on May 14, 1836. Public Treaty included the following terms: 1. The war between Mexico and Texas was over and Texas was independent. 2. Santa Anna would not take up arms against TX. 3. All Mexican forces would withdraw beyond the Rio Grande. 4. Prisoners would be returned to their homes. 5. Mexicans would return all captured property. 6. TX leaders would promptly return Santa Anna to Mexico.

Treaties of Velasco Private (Secret) Treaty: In exchange for immediate release, Santa Anna would: 1. try to persuade Mexican leaders to recognize TX independence 2. and promote the Rio Grande River as Mexico’s border with TX. Santa Anna was held as a prisoner. Mexican government refused to honor the terms of the treaty. (Mexico refused to acknowledge that Texas had won independence.)

Actions of the Republic’s First Government Capital John K. & Augustus Allen, in 1837, convinced the Texas Congress to move the capital from Columbia to Houston. In 1837, there were 12 people living in Houston; within four months, the population grew to 1,500 people. Land Policy Guidelines for acquiring land in the Constitution of 1836: Heads of families living in Texas on March 2, 1836 were given 4,606 acres of land (free) Single men, age 17 and over, received 1,476 acres Texans who fought in the Revolution got bonus land After the Revolution, heads of families received 640 acres to 1,280 acres of land Land policy would help: generate revenue from land taxes encourage immigration to TX SFA only served as secretary of state for a few months. He died on Dec. 27, 1836 from pneumonia. President Houston issued a statement expressing that nation’s loss: “The father of Texas is no more.”
