Implementation of National Land Administration System: Fit-for-Purpose IT-Leap Approach Igor Popiv, Carol Roffer, Sergiy Lizenko, Maksym Kalyta Innola Solutions Inc. “2017 WORLD BANK CONFERENCE ON LAND AND POVERTY” The World Bank - Washington DC, March 20-24, 2017

Outline Complexity in LA FFP Principles Best Practices IT-Leap Approach Road map and Value Chain in LA components

Complexity in LA There originally were analyzed 120+ various transactions After 2nd Phase re-engineering 80+ identified Each transaction has a set of rules and dependencies Analytical view of property entitlements – web of interests

Complexity in LA Data Migration and Integration Processes and Rules Data Migration from Digital Sources Capture of Paper Data Scanning and Data Entry Digitization and Transformation of Spatial Data Cleansing, Verification, Unification and Harmonization Integration Workflow processes Transactions mapping legal operations Rules definition and integration Correctness and completeness Half electronic and half on paper process does not work “Our objective was electronic registration for the whole province, for good reasons—you can’t do a transaction that’s half electronic and half on paper.” Kate Murray, Ontario’s former director of titles BREAKING NEW GROUND: PIONEERING ELECTRONIC LAND REGISTRATION IN ONTARIO, 1987–2010 Maya Gainer, © 2017, Trustees of Princeton University

LA Experts Response How is that possible? Fit-For-Purpose Principles Simple Initial ICT solution – Minimal Valuable Product Focus on capturing land rights Incremental improvements but not fragmentation & breaking projects into smaller stages Simplify by design. Remove complexity, fragmentation and duplication Information openness and interoperability Interoperable, modular and reusable ICT systems Bring in Innovations and explore options via technology trials Shorter contracts terms How is that possible?

How did it work before? Is that the only way forward? Best practices – grow local capacity… International large contracts proved to be very problematic if not a disaster Local/internal team increasing its capacity with growing scopes Mainly observed in Eastern Europe countries/FSU with traditionally high level of ICT community Local/internal teams are fully controlled and tasked with whatever issues on hands Almost all local teams came to the point of major system upgrades and re-engineering Trend in moving to fully centralized Data Center solutions Is that the only way forward?

Industry Trends Maturity of Technologies and Proven Innovations Data complexity – customized versions of LADM Flexibility of Processes – BPMN Workflows and Configured Rules Availability - Web 2.0/Restful API/CMIS/OAIS Affordability – open source and no-cost license software stack Scalability – cloud-ready architecture Agility – Low cost hands on trial and validation of Proof of Concept or MVP And it’s complex… under the hood. Users need not to get into that!

IT LA Packages Legal-ware Data-ware Soft-ware Hard-ware Human-ware Soft-ware Legal-ware Data-ware Human-ware Hard-ware FFP Principles define all components as equally critical for different stages of LA projects IT Leap approach places Soft-ware as a central component integrated into other components through all stages of LA projects

IT-Leap New modality of the FFP Approach for large national projects Key modification – start from selecting LA IT platform/framework Define a set of simple business valuable processes and requirements - POC Allow competitive vendors to adopt/customize/configure their IT platforms to deliver POC Involve local experts into cooperative work with the vendors on POC Evaluate deliverable and select the vendor Stage the project implementation via MVP and operational testing of the iterative deliverable Ensure the knowledge transfer and local capacity growth in the defined dimensions: IT and business alignment IT governance Maintenance and Support Outsourced/shared/ or full ownership over provided solution Solution Vendor as a long term strategic partner but no life-long “lock-in” - win-win

IT Roadmap Set Baseline &Define POC POC Eval & Define MVP Pre-Contractual POC Eval & Define MVP Inception MVP Eval & System Req-nts 1st Iteration 2nd Iteration Agile Iterative Development Continuous Testing with End Users ,,, Knowledge Transfer and Collaborative Environment Nth Iteration Design and User Documentation UAT Operational UAT Deployment into Operations Commissioning and Roll-out
