Social Impact This craze for more and more and ever greater and wider inventions for economic purposes, coupled with apparent complete indifference as to whether mankind derived any ultimate benefit from them or not, can only be understood by regarding it as one of those strange epidemics of insane excitement which have been know to affect whole populations at certain periods, especially of the middle ages. Social Impact In addition to being able to identify a need, to develop a conceptual design, and to select the right technical parts, responsible engineering practice requires that engineers consider what impact their product will have on a range of stakeholders and in what contexts. Page 6

Social Impact Technology development incorporates value judgments. Design Decisions: product features, performance, quality, durability, and cost. Marketing Decisions: appearance, price, promotion, distribution, and after-sales service Page 7

Social Impact What counts is the nature of the societal costs, the extent of the societal benefits, and the trade-offs between the two. Costs may be widespread or narrowly focused, and the benefits may be immediate or long-term. Page 8

Social Impact Costs and benefit usually result in winners and losers. Technological change creates vulnerabilities for some, whether of inordinate adjustment or disproportionate risk. Those who benefit from such change have an obligation to protect the vulnerable Page 9

Social Impact Technological decisions are largely in the hands of engineers and entrepreneurs. Professional ethics of engineering demand that engineers accept responsibility for making engineering decisions consistent with the safety, health and welfare of the public. Page 10

IEEE Canon of Ethics We, the members of the IEEE, in recognition of the importance of our technologies in affecting the quality of life throughout the world, and in accepting a personal obligation to our profession, its members and the communities we serve, do hereby commit ourselves to the highest ethical and professional conduct and agree: 1. to accept responsibility in making engineering decisions consistent with the safety, health and welfare of the public, and to disclose promptly factors that might endanger the public or the environment; 2. to avoid real or perceived conflicts of interest whenever possible, and to disclose them to affected parties when they do exist;   3. to be honest and realistic in stating claims or estimates based on available data;   4. to reject bribery in all its forms;   5. to improve the understanding of technology, its appropriate application, and potential consequences;   6. to maintain and improve our technical competence and to undertake technological tasks for others only if qualified by training or experience, or after full disclosure of pertinent limitations;   7. to seek, accept, and offer honest criticism of technical work, to acknowledge and correct errors, and to credit properly the contributions of others;   8. to treat fairly all persons regardless of such factors as race, religion, gender, disability, age, or national origin;   9. to avoid injuring others, their property, reputation, or employment by false or malicious action;   10. to assist colleagues and co-workers in their professional development and to support them in following this code of ethics. Principles of Ethical Conduct in Engineering Practice – NAFTA Engineers shall hold paramount the health, safety and welfare of the public in the practice of their profession. Engineers shall examine the societal and environmental impact of their actions and projects, including the wise use and conservation of resources and energy, in order to make informed recommendations and decisions.
