5/15/2018 BACKGROUND AND BRIEF: An opportunity for the FPB to break away and interrogate the organisation – what we do well and what we need to improve. To facilitate a refocusing and like-minded thinking among the delegates, as they prepare for the next 4 years, through the development of measurable scorecards. To ensure buy-in from all to the challenges and opportunities of the next period in the organisations life-cycle To interrogate the various strategic initiatives in place (e.g.: Financial effectiveness, new opportunities, targets and focus), and evaluate the critical success factors and the roles of stakeholders as we move forward To develop a comprehensive strategic framework for the organisation, that will be practical, holistic and able to be implemented and monitored

OUTCOMES OF THE PROCESS (PROJECT ONE): 5/15/2018 THE STRATEGY PLAN OUTCOMES OF THE PROCESS (PROJECT ONE): Consolidation and Submission of a revised 5 year Strategic and Tactical Plan for the FPB – including Scorecard Development and Strategy Maps. Re-alignment, consolidation and submission of a final consolidated 2007/08 Business plan, aligned to the revised strategy. Re-alignment, consolidation and submission of 2007/08 Unit Business plans, aligned to the revised strategy. Consolidation and submission of 2007/08 CEO and Manager Performance Work plans aligned to the Strategy.

5/15/2018 MANDATE: As defined in the Film and Publications Board Act, the mandate is understood as: The Film and publications Board is established by the Act to regulate the creation, production, distribution and possession, through classification of the content, of: Films Publications Interactive Games Adult Premises The Film and Publications Board is to implement the functions imposed on it by the Act, and is to establish policies, procedures and processes to ensure the objectives of the Act are carried out The Film and Publications Board is to contribute to the National Strategy to prevent crime, by supporting the Police Services and other Bodies The Film and Publications Board is to protect children from exploitation and harmful material, and is the leader of anti-child pornography campaigns – but must strike a balance in terms of focus. When there are competing interests, the rights of a child are paramount The Film and Publications Board is to research empirical data with regards to statistics and trends and the research of societal tolerance levels The Board has historically prioritised to focus on distribution and possession – unless on issues of child pornography, due to limited capacity – the creation and production focus needs to be expanded in the future

5/15/2018 MISSION: The Film and Publication Board regulates the Media Environment through the classification of media content, by: Maintaining relevance to the values and norms of South African society through scientific research; and Balancing the right to freedom of expression with the obligation to protect children from exposure to potentially disturbing, harmful and inappropriate materials; and Protecting children from sexual exploitation in media content, and, in so doing, educate the broader South African society to make informed choices.

STRATEGIC OBJECTIVES: 5/15/2018 STRATEGIC OBJECTIVES: To ensure an enhanced, integrated and constitutionally sound regulatory framework so as to enable informed choices about media content whilst creating a healthy and child safe media environment. To develop and maintain organisational capacity and capability to ensure effective management and implementation of the Act. To enhance leadership and management of the Film and Publication Board, resulting in sound corporate governance and compliance. To ensure that the business and work of the Film and Publication Board reflects contemporary norms and values, by forming and maintaining national and international partnerships, and co-ordinating initiatives that support the business of the Film and Publication Board. To position the Film and Publication Board as a visible and credible, professionally run organisation that regulates media through the classification of content.

Strategic Objective No: Element of the Strategy 5/15/2018 STRATEGIES: Strategic Objective No: Element of the Strategy No. 1: To ensure an enhanced, integrated and constitutionally sound regulatory framework, so as to enable informed choices about media content whilst creating a healthy and child safe media environment. 1.1. To contribute to an enhanced and relevant Regulatory Framework. 1.2. The implementation of an enhanced and integrated media content classification system and process. 1.3. To promote compliance with the objectives of the Film and Publications Act. 1.4. To contribute to the protection of children from exploitation and objectionable material. 1.5. To keep updated on new technologies that impact on content delivery and media distribution.

Ensure effective and efficient corporate systems to achieve the objectives of the Board. 2.2. Develop, strengthen capacity and capability at all levels within the Board – people focused.

An advisory service to advance and promote the film and publications industry in South Africa. 4.3. A fully functioning research unit that contributes to a body of empirical data on all areas of relevance to the Film and Publication Board. 4.4. Co-ordinate co-operative initiatives both locally and internationally.

ONGOING PROJECT COMMISSIONED: 5/15/2018 ONGOING PROJECT COMMISSIONED: THE REVIEW OF STRUCTURE AND ANALYSIS OF ROLES WITHIN THE FILM AND PUBLICATION BOARD IN ORDER TO ASSIST WITH THE DEVELOPMENT OF ROLE PROFILES, EVALUATION GRADING AND BENCHMARKING, AND PERFORMANCE AGREEMENTS A full report on this additional project will follow on completion of the intervention, and does not form part of the scope of this current project.
