Two New NHTSA Data Efforts: EDT and vPIC Michael D Frenchik Chief, Safety Systems Management Division

Agenda EDT = Electronic Data Transfer What is it? How are things going? vPIC = Product Information Catalog and Vehicle Listing How can my organization use it?

Electronic Data Transfer (EDT) What is it? Transfer of crash data in an electronic data format between a State and NHTSA Includes police crash reports and supporting analysis data (where available)

Timeliness Accuracy Integration Uniformity EDT Value / Benefits Pre-coding Accuracy Reduced manual entry Integration Increased use in other programs Uniformity Consistent form and coding

How is EDT Helping States? FARS Pre-coding: Brings data to coding interface faster to improve timeliness FARS Completeness Maps Virginia 2015 - July Virginia 2016 - April * Based on EDT pilot study of Virginia (late 2015) to Virginia Starting 1/1/2016

More Data Available for Analysis

Federalized Encrypted Security Platform Data transmission is encrypted Databases are encrypted Double firewalled (DOT and NHTSA) Internal access to DOT only PII not allowed to be released in any fashion (Federal Privacy Act)

Federal Law – NO PII Can Be Released SEC. 31103. HIGHWAY SAFETY RESEARCH AND DEVELOPMENT. Section 403 of title 23, United States Code, is amended— GENERAL AUTHORITY.— ‘‘(1) RESEARCH AND DEVELOPMENT ACTIVITIES.—The Secretary may conduct research and development activities, including demonstration projects and the collection and analysis of highway and motor vehicle safety data and related information needed to carry out this section, with respect to— ‘‘(A) all aspects of highway and traffic safety systems (e) PROHIBITION ON CERTAIN DISCLOSURES.—Any report of the National Highway Traffic Safety Administration, or of any officer, employee, or contractor of the National Highway Traffic Safety Administration, relating to any highway traffic accident or the investigation of such accident conducted pursuant to this chapter or chapter 301 may only be made available to the public in a manner that does not identify individuals.

EDT Current Operations Four State crash datasets are currently being transmitted (VA, MD, FL and CT) CA Highway Patrol cases are currently being pre-coded for fatals Working with additional States

What does EDT Support Currently in DOT? FARS Pre-coding Crash Report Sampling System Listing and Coding Special Crash Investigation Support State Data Research Support Advanced Quality Control ……. More to come …..

NHTSA’s Product Information Catalog and Vehicle Listing- vPIC Centralized, public and authoritative data source for VIN-associated and VIN-specific data: Manufacturer required submittals – Primary Source; >10,000 Source Documents; Collection Started in 1980s Includes all regulated vehicles by NHTSA Model Year 1995 Forward >98% base decode ability Older model years lower confidence / completeness Includes some ATV / Off-road vehicles

vPIC: Vehicle Types Included Passenger Vehicles Multi Purpose Vehicles (MPVs) Motorcycles / Scooters Trucks Buses Low Speed Vehicles (LSVs) Trailers * Some manufacturers have included off-road / track-only vehicles for purposes of transparency / crash decoding (Not regulated by NHTSA)

vPIC: A Few Examples of Uses Researchers and Analysts Looking for VIN Decoding Data Ability to Decode Crash VINs and get additional information System and Application Developers Single and Batch Decoding Capability Currently multiple states are looking to integrate vPIC in their systems

New Public vPIC Site – Released Late 2015 – http://vpic.nhtsa.dot.gov/ Includes three Public application areas: vPIC Decoder Manufacturer Information Database (MID) Application Programming Interfaces (APIs) – 16 Public Interfaces
