Background | NHVR The NHVR is established under the Heavy Vehicle National Law (HVNL) to administer Heavy Vehicle Regulatory functions, such as compliance, enforcement and road access. The HVNL specifies a role for councils as Road Managers, to which the NHVR is required to seek consent from, prior to finalising an access permit for a heavy vehicle operator.

Local Government’s Role To efficiently carry out this new role, councils did not receive the direct support required. As a result councils have adapted to the role with different approaches to risk management, resourcing and processing. Delivery Stream Objectives Expected Deliverables Policy Setting Work with stakeholders to develop nationally harmonized operational policies, ensuring similar outcomes are applied to similar events. This will improve decision making abilities, create transparent regulatory practices and reduce the varied operating requirements customers currently comply with.
