ITS/CVO Program MISSION Improve Truck and Commercial Passenger Carrier Safety on Our Nation’s Highways CVO Program Goals: Improve Shipping Efficiency Improve Freight Mobility Improve Credentials & Tax Administration Ensure Regulatory Compliance & Equitable Treatment OTHER GOALS AND OBJECTIVES CVO Information Systems Objectives: Implement CVO User Services Improve CVO Efficiency & Effectiveness Promote Consistency Among Processes and Data Improve Availability of Timely, Accurate Information “ 50 by 2010 “ Reduce Commercial Vehicle-Related Fatalities 50 percent by 2010 Reduce the Number of Persons Injured in Commercial Vehicle -Related Crashes 20 percent by 2008 GOALS

CVISN - Commercial Vehicle Information Systems and Networks CVISN is the collection of state, federal and private sector information systems and communication networks that support commercial vehicle operations. CVISN components apply emerging technologies to improve the effectiveness and efficiency of state and private CVO stakeholders in the three broad functional areas of safety information exchange, credentials administration, and electronic screening.

Added ASAP MCDC to Carrier column. Added ASAP Admin Mgt/CAPRI to Core Infrastructure (FHWA area). Removed ASAP from State column. 1-16-97. START OF 970116 CHANGE REQUEST...Changed SAFETYNET to SAFETYNET/AVALANCHE. 1-20-97. Changed IRP to Registration. Changed ASAP Admin Mgt to ASAP Analysis Mgt per Volpe (Mitchell) advice. Rearranged boxes to put Pilot systems at top of each list. Changed CVIEW to CVIEW/Data Mailbox. Sorted communication service examples in alphabetical order. Greyed out ASAP, since not really part of Pilot. 2-4-97. Added CAPRI Compliance Reviews) to State column. Clarified ASPEN function by adding (Inspections). 2-5-97. Corrected spelling of “Register”. Added LSI/LM to Titling. Changed Registration back to IRP. 2-20-97. Based on comments from KER, changed roadside block to be RES [instead of Electronic Clearance], Citation & Accident System [instead of Citation & Accident]. Also added LSI/LM boxes to RES & ASPEN. 2-28-97. Reworked roadside systems, after review with KSS, JAS. Changed caps on HazMat. END OF 970116 CHANGE REQUEST BASELINE CHANGE... 3-7-97. START of 970307 CHANGE REQUEST... Added “/Intrastate” to IRP box. END of 970307 CHANGE REQUEST 3-18-97. START OF 970318 CHANGE REQUEST ... Group Core Infrastructure Systems into Multi-State and FHWA. END OF 970710 CHANGE REQUEST 8-20-97. should have been part of 050297 Change SAFER/CVIEW GUI to SafeVUE. 19990225 (and earlier) CRF 285 - Remove SafeVUE and State Safety information System. Change Internet Applications to Internet Tools. Drop “/Data Mailbox” from both SAFER and CVIEW. Add WebCAT. CRF 311. Add categories for each group of systems. Remove many carrier systems. Change Taxnet to FTS 2000. CRF 529 - Add E-Screening Enrollment. CRF 530 - Remove UCR. Add RSPA HazMat, Licensing & Insurance, and SSRS. 19990226 - KER requests changing “CAT” to something less specific. Accordingly, changed to “Credentialing System (e.g., CAT)

Definition of CVISN Level 1 Deployment An organizational framework for cooperative system development has been established among state agencies and motor carriers. A State CVISN System Design has been established that conforms to the CVISN Architecture & can evolve to include new technology & capabilities All the following elements of 3 capability areas have been implemented using applicable architectural guidelines, operational concepts, & standards: Safety Information Exchange ASPEN (or equivalent) at all major inspection sites Connection to SAFER CVIEW (or equivalent) for snapshot exchange within state and to other states Credentials Administration End-to-end processing (I.e., carrier application, state application processing, payment, credential issuance) of at least IRP & IFTA credentials; ready to extend to other credentials (intrastate, titling, OS/OW, carrier registration, HAZMAT) Connection to IRP & IFTA Clearinghouses At least 10% of the transaction volume handled electronically; ready to bring on more carriers as carriers sign up; ready to extend to branch offices where applicable Electronic Screening Implemented at a minimum of one fixed or mobile inspection site Ready to replicate at other sites

Validate Tests in CVISN Test Facility FMCSA supports the development and maintenance of the interoperability tests. States execute the tests. The state personnel know how to operate their systems, so they still execute the interoperability tests. The V&V agent is very familiar with the tests (from supporting several states) and can help the state tailor the procedures and data as needed. The V&V agent can also evaluate the test results, since pass/fail criteria are the same across states. 18
